| Summary, etc. | قدمت الدراسة طرحاً نظرياً وتطبيقياً تناول العلاقة بين النخبة الحاكمة والتغيير السياسي في ضوء المستجدات والتحديات التي فرضتها ثورات عام 2011 على النظامين المصري والتونسي. اعتمد هذا الطرح على الدمج بين الأسلوب المقارن ومنهج النخبة السياسية كونهما الأكثر ملاءمة لمقارنة وتحليل مظاهر التشابه والاختلاف في آليات وأهداف ونتائج عملية التغيير في دولتي الدراسة، ومدى استمراريتها وتطورها من فترة لأخرى أثناء المراحل الانتقالية للتحول وما بعدها. كما تم توظيف المنهجية السابقة للإجابة عن تساؤل بحثي حول أسباب اختلاف أدوار النخب الحاكمة في عملية التغيير السياسي بالرغم من تشابه بيئة النظام السياسي لدولتي الدراسة.كما وضعت الدراسة تعريفاً إجرائياً تضمن بعض المؤشرات والعناصر المرجعية لتسهيل مقارنة وتحليل أدوار النخب في عملية التغيير في النموذجين المصري والتونسي، أخذاً في الاعتبار الخصوصية السياسية لكليهما. في هذا الإطار، توصلت الدراسة لمجموعة من الملاحظات والنتائج حول أدوار النخب المصرية والتونسية في عملية التغيير كان من أهمها: تقارب توجهات نخب الدولتين نحو إحداث تغييرات سياسية هدفت إلى إعادة استقرار النظام السياسي وتدعيم الانتقال الديمقراطي بعد الثورات، وإعادة بناء الإطار المؤسسي والدستوري بالإضافة إلى إحداث تغييرات ملحوظة في شكل نظام الحكم والعلاقة بين السلطات.أما من الناحية الاقتصادية، فقد تباينت نتائج وآثار التغييرات الاقتصادية بالرغم من تشابه التوجهات الاقتصادية التي تبنتها النخب الحاكمة المصرية والتونسية، والتي قامت بتحقيق مستهدفات مشتركة كان في مقدمتها: سرعة تحقيق تعافى وتحسين تنافسية الاقتصاد الوطني على المدى القصير والمتوسط لدعم الإنجازات السياسية لعملية التحول، وتحسين فاعلية أداء المؤسسات الاقتصادية بما يضمن تحقيق مبادئ المحاسبة والحوكمة والرشادة. |

| Summary, etc. | The study presented a framework which addressed the relationship between the ruling elite and the political change process in light of the transformations caused by the 2011 revolutions in the Egyptian and Tunisian regimes. This framework adopted a methodology combined both the comparative and political elite approaches for defining the similarities and differences in the continuity, priorities, achievements and results of the change process occurred during the transitional periods and after that.The study aimed as well to answer a research question about the reasons beyond the difference in the political change process occurred in Egypt and Tunisia since the revolutions of 2011, despite of the relatively common political environments in both states. Additionally, the study introduced a procedural definition to study and compare between the roles of the Egyptian and Tunisian ruling elites in the change process.Therefore, some significant results and conclusions were reached, such like: the ruling elites adopted common orientations of restoring regime stability, restating the balance of power among the state’s authorities to consolidate democratic transition and re-building the constitutional and formal institutional structures. Regarding to the economic changes, it could be noted that the occurred changes led to a different impacts and outcomes, although the similar economic orientations adopted by the ruling elites in the case studies. These orientations targeted to achieve the following objectives: rapid recovery of the national economy, improved economic competitiveness to support the political accomplishments and enhanced effectiveness of the economic institutions that applied accountability, guidance and governance principles. |
