| Summary, etc. | تؤدى الطاقة دوراً حيوياً لا غنى عنه في عالمنا المعاصر؛ فقد اتضحت أهميتها في التنمية وارتباطها الوثيق بمختلف مجالات التنمية المستدامة، لذلك تتجه مختلف الدول إلى نهج سياسات لتحقيق أمنها في مجال الطاقة، وتعتمد هذه السياسات على دراسة المحددات التي تؤثر على أمن الطاقة، ويتم التعامل مع أمن الطاقة كمتغير أساسي لقوة الدولة وكأداة حاسمة لفرض النفوذ، وقد تعددت التعريفات المطروحة لأمن الطاقة ووفقاً لمصالح الدولة، وأهداف أمن الطاقة، والمفاهيم الجيوسياسية التي تتناول أمن الطاقة من خلال المعايير الأربعة الرئيسية لموارد الطاقة وعلاقتها بقوة الدولة ونفوذها السياسي.وقد أصبحت مصادر الطاقة إحدى المحددات المركزية للصراعات لما لها من تأثير علي الاقتصاديات العالمية وخاصة بعد التغير المناخي الذي شهده العالم في الفترة الأخيرة، ونظراً للعديد من اكتشافات الطاقة الجديدة التي اكتشفت في المحيط الإقليمي وفي ظل تصاعد العالقة بين حالة الصراع والتنافس وفرض النفوذ وبين الموارد حيث أطلق عليها "فخ حتمية الموارد"، أصبحت إستراتيجيات السياسة الخارجية للعديد من البلدان تتعامل مع قضايا أمن الطاقة وتطوير البنية التحتية الخاصة بها، وذلك بالإضافة إلى تشكيل نظام طاقة مشترك، كعوامل جيوسياسية أساسية تتحدد معها نفوذ الدولة ومدى تأثيرها فيتم التعامل مع أمن الطاقة كمتغير أساسي لقوة الدولة وكأداة حاسمة لفرض النفوذ، ولقد تعددت التعريفات المطروحة لأمن الطاقة وذلك وفقاً لمصالح الدولة، حيث هناك العديد من المفاهيم الجيوسياسية التي تتناول أمن الطاقة من خلال المعايير الرئيسية لموارد الطاقة وعلاقتها بقوة الدولة ونفوذها، وكونها تعتبر من الدول المتصدرة في إنتاج الطاقة وتصديرها وكنموذج للدول التي استطاعت أن تستخدم الطاقة كأداة لفرض النفوذ علي المستوي الدولي ومحاولات تغيير نظام توازن القوى من النظام الأحادي إلى التعددية.وأصبحت منطقة شرق البحر الأبيض المتوسط تكتسب أهمية كبيرة في النظام الاقتصادي، لما تمتلكه من موارد طبيعية وأهمها الغاز، وقد أثار التنافس على ثروات الغاز المكتشفة منذ بداية القرن الواحد والعشرين في شرق البحر المتوسط نزاعات وخلافات بين القوى الدولية والإقليمية، فقد أصبحا تلك الاكتشافات مصدراً جديداً للصراع وأثارت جدلاً واسعاً بين دول المنطقة حول أحقيتها في استغلال تلك الحقوق لصالحها. |

Its importance in development and its close connection to various areas of sustainable development have become clear. Therefore, various countries are adopting policies to achieve their energy security. These policies rely on studying the determinants affecting energy security, which is considered as a fundamental variable of a state’s power and a crucial tool for imposing influence. According to the state’s interests, energy security objectives, and geopolitical concepts that address energy security, various definitions of energy security have been proposed through the four main criteria of energy resources and their relationship to the state’s power and political influence. Energy resources have become a central determinant of conflicts due to their impact on global economies, especially following the recent global climate change. Given the many new energy discoveries in the region, and the escalating relationship between conflict, competition, and influence on one hand, and the resources on the other hand, named as the "resources inevitability trap", the foreign policy strategies of many countries now address their energy security and infrastructure development, in addition to the formation of a mutual energy system, which are considered as key geopolitical factors that determine a state's influence and the extent of its impact, accordingly, energy security is treated as a fundamental variable in a state's power and as a crucial tool for exerting influence. Definitions of energy security have varied depending on the state's interests, as there are many geopolitical concepts that address energy security through the key criteria of energy resources and their relationship to a state's power and influence, since it is considered a pioneer country in energy production and export, and a model for countries that have been able to use energy as a tool for exerting influence internationally and attempting to shift the balance of power from a unilateral to a multilateral system. The Eastern Mediterranean region has become increasingly important to the economic system due to its wealth of natural resources, most notably gas. Competition over the gas wealth discovered in the Eastern Mediterranean since the beginning of the twenty-first century has sparked disputes and disagreements between international and regional powers. These discoveries have become a new source of conflict and have ignited a widespread debate among the countries of the region over their right to exploit these resources for their own benefit. |
