| Summary, etc. | This study investigates the empirical question of foreign aid effectiveness in developing countries <br/>in terms of improved human development. It considers both the overall human development level, <br/>as well as its decomposed dimensions of education, health, and living standards. They are <br/>measured in terms of Human Development Index (HDI), Mean Years of Schooling achieved by <br/>people aged 25 and more (MYS), Life Expectancy at Birth (LE), and Gross National Income per <br/>capita (GNI), respectively. The analysis controls for a set of macroeconomic variables that affect <br/>human well-being level as well, such as public spending on education and health, total investment, <br/>and inflation rate. Not only this, but it also accounts for the moderating role of governance proxied <br/>by the Corruption Control (CC) Index in shaping the effectiveness of aid in recipient countries. To <br/>this end, the analysis employs a dynamic system-GMM approach to a panel dataset of 76 <br/>developing countries over the period 2002-2022 in order to address the potential endogeneity and <br/>unobserved heterogeneity issues. The empirical findings indicate that foreign aid has a significant <br/>negative effect on the overall human development, health, and living standards, while it positively <br/>affects educational attainment. Moreover, controlling corruption alone is not sufficient to reflect <br/>tangible development indicators; instead, it can worsen the situation if not accompanied by <br/>complementary reforms and efficient aid allocation. However, in well-governed countries, aid <br/>becomes more effective in improving HDI and GNI, though it becomes less effective in improving <br/>education and health conditions. This suggests that aid fragmentation may affect its effectiveness <br/>and dilute the short-run sectoral benefits. |

| Summary, etc. | تفحص هذه الدراسة أثر المساعدات الخارجية على التنمية البشرية في الدول النامية. تركز هذه الدراسة على المستوى العام للتنمية البشرية، إضافةً إلى أبعاده الثلاثة الرئيسية: التعليم والصحة ومستوى المعيشة. كما تتناول دور الحوكمة، مُمثلًا في مستوى السيطرة على الفساد، في تحديد درجة فاعلية المساعدات في الدول المُستقبلة لها. تُطبق هذه الدراسة نظامًا ديناميكيًا لمنهجية اللحظات المعممة على مجموعة من البيانات المكونة من ٧٦ دولة نامية مُستقبلة للمساعدات خلال الفترة٢٠٠٢-٢٠٢٢، بما يتناسب مع الطبيعة الديناميكية للموضوع قيد الدراسة ولمعالجة مشكلة التباطؤ الداخلي المُحتملة. تشير نتائج النموذج القياسي إلى أن المساعدات وحدها لا تكفي لتحقيق نتائج تنموية؛ كما أن فاعليتها تعتمد بدرجة كبيرة على مستوى الحوكمة في الدولة المُستقبلة. حيث إنه في حالة البلدان التي تتمير بمستوى جيد من الحوكمة، يمكن أن تساهم المساعدات الخارجية بشكل كبير في تحسين المستوى العام للرفاهية البشرية ومستويات المعيشة، إلا أنها لا تبدو فعالة في تحسين أوضاع التعليم والصحة. |
