| Summary, etc. | This thesis explores how Turkey transformed the Syrian refugee crisis into a coercive foreign <br/>policy tool to influence the European Union (EU) between 2012 and 2017. The research problem lies <br/>in how the EU’s securitization and externalization of migration, by framing refugees as security threats <br/>and outsourcing border management, created vulnerabilities that Turkey effectively exploited. The <br/>main research question asks: How has Turkey used the blackmailing strategy during the refugee crisis <br/>to exploit European countries from 2012 to 2017? <br/> By using Securitization Theory and Coercive Engineered Migration (CEM), the thesis examines <br/>EU parliamentary debates and Turkish leadership discourse to understand how migration became a <br/>strategic instrument of power. The analysis shows that Turkey shifted from being a humanitarian host <br/>to an assertive geopolitical actor using refugees as leverage. By threatening to open its borders, Ankara <br/>pressured the EU to grant political and financial concessions, culminating in the 2016 EU–Turkey <br/>Statement, which provided €6 billion in aid, accelerated visa liberalization talks, and revived EU <br/>accession discussions. |

| Summary, etc. | تناول هذه الرسالة التفاعل بين قضايا الهجرة والأمن والسياسة الخارجية من خلال دراسة حالة توظيف تركيا لأزمة اللاجئين السوريين للتأثير على الاتحاد الأوروبي بين عامي 2012 و2017. وتجادل بأن عملية "أمننة" الاتحاد الأوروبي لقضية اللاجئين – أي تصوير اللاجئين كتهديد وجودي لاستقرار أوروبا – إلى جانب "خارجنة" سياساته الحدودية، قد أدّت بشكل غير مقصود إلى تمكين دول العبور مثل تركيا. بالاستناد إلى الإطارين النظريين لنظرية الأمننة ونظرية "الهجرة القسرية المُهندسة" تبحث الرسالة في الكيفية التي حولت بها تركيا دورها الإنساني إلى موقع تفاوضي استراتيجي، مستخدمة تهديد تدفق اللاجئين غير المنضبط كورقة ضغط في مفاوضاتها مع الاتحاد الأوروبي.<br/><br/>تعتمد الرسالة على منهجية متعددة الأدوات، تجمع بين التحليل الكمي والنوعي للخطابات البرلمانية الأوروبية والخطب السياسية التركية، مدعومة بوثائق سياسات ومصادر ثانوية. وتُظهر النتائج أن "الاستراتيجية القسرية" التي اتبعتها تركيا كانت فعّالة في تحقيق تنازلات سياسية ومساعدات مالية واعتراف دبلوماسي أوسع، ولا سيما من خلال بيان الاتحاد الأوروبي–تركيا لعام 2016. تسهم هذه الدراسة في فهم كيف يمكن أن تتحول أزمات الهجرة إلى أدوات دبلوماسية قسرية، كما تكشف عن مواطن الضعف الكامنة في حوكمة الاتحاد الأوروبي للهجرة الخارجية، التي تعطي الأولوية للأمن على حساب حقوق الإنسان |
