حظي موضوع الشراكة بين القطاعين العام والخاص بأهتمام كبير من قبل الحكومات في مختلف أنحاء العالم اعتماداً على أن عملية النمو الاقتصادي والاجتماعي تعتمد على حشد وجمع كافة إمكانيات المجتمع بما فيها من طاقات وموارد، وخبرات لكل من القطاع العام والخاص لتشارك في تنظيمات مؤسسية تتولى إنشاء وتشغيل المشروعات بمختلف أنواعها.والتى قد واجهت تحديات وصعوبات في تحقيق الأهداف التنموية بالمستويات الطموحة والمستهدفة، لذلك تسعي الحكومات إلي تبني نظم الشراكة التي تساهم فيها كافة قطاعات المجتمع في توجيه وإدارة وتشغيل المشروعات والأعمال وتطويرها من أجل خدمة أغراضها علي أساس منفعة متبادلة. وكانت للحكومة المصرية من 2010 بدايات وسعي نحو تشجيع الشراكة ودخول القطاع الخاص لتنمية الاقتصاد بالبلد ولكن هناك تحديات واجهت تحقيق الاهداف المرجوة منها، ثم عادت الحكومة المصرية حاليا تناشد وتشجع بضرورة شراكة القطاع الخاص في ادارة وتشغيل المشروعات القومية. وهذا ما تعرضت له الدراسة لتوضح تجربة الشراكة بمصر وما مرت به طيلة سنوات عديدة ما بين نجاحات او اخفاقات وخاصة قبل صدور القانون المنظم لبرامج الشراكة مروراً بموقف الشراكة حالياً مع الاخذ في الاعتبار تطبيق برامج الشراكة على احد القطاعات الحيوية بمصر ودورها في تحقيق التنمية المستدامة مع وضع تصور للرؤية المستقبلية لزيادة نسبة شراكة القطاع الخاص في مشروعات القطاع العامة لذا فقد تم تقسيم خطة الدراسة إلى أربعة فصول رئيسية بخلاف المقدمة والتمهيد والدراسات السابقة والنتائج والتوصيات وقد جاءت فصول الرسالة لتعبر عن هذا الموضوع بشئ من التفصيل، فالفصل الأول يختص بتوضيح نشأت وتطور الشراكة حتى وصلت لما عليه الآن، بالإ ضافة لتناول العديد من مفاهيم الشراكة في بعض الأدبيات ومبرراتها وأهدافها ومخاطرها، ثم تم توضيح العديد من صور وأساليب الشراكة وعيوب ومميزات كل أسلوب مع بيان المشروعات التي تتناسب مع كل أسلوب.والفصل الثاني تناول بحث الشراكة بين القطاعين بما تتضمن من اهداف ودوافع اللجوء الى الشركة وعوامل نجاحها ودورها في التنمية الاقتصادية والاجتماعية والصعوبات التي واجهت الشراكة في مصر بالاضافة الى تناول الإطار المؤسسي والتشريعي وخطوات ومراحل مشروعات الشراكة تمهيداً لبحث دور الشراكة في تحقيق التنمية المستدامة وتطبيقها على مشروعات وزارة النقل بمصر بالفصل الثالث مع وصف تفصيلي وتطبيق لعنوان الدراسة على قطاع النقل وماشهده من تطور و نمو من خلال مشاركة القطاع الخاص في ادارة وتشغيل بعض مرافقه هذا بالاضافة الى دور الشراكة ومواكبتها للتغيرات البيئية والطاقة المتجددة من خلال مشروعات النقل الاخضر المستدام والذي يعد خطوة إيجابية نحو تحقيق أهداف التنمية المستدامة.كما تم التحليل الاحصائي لنتائج الدارسة من خلال اختبار فروض الدراسة بالفصل الرابع وتختتم الدراسة بالفصل الخامس بنتائج وتوصيات الدراسة ووضع تصور لخطة عمل لتنفيذ بعض التوصيات التي قد تساعد على دعم الشراكة بين القطاعين في مصر مستقبلياً والذي يدل انه اصبح ضرورة ملحة لدفع عجلة الاقتصاد المصري وخاصة في الظروف الراهنه خارجياً . |

The public-private partnerships have significant attention from governments around the world, based on the premise that economic and social growth depends on mobilizing and pooling all of society's potential, including the energies, resources, and expertise of both the public and private sectors, to participate in institutional organizations responsible for establishing and operating projects of various types. These projects have faced challenges and difficulties in achieving development goals at the ambitious and targeted levels. Therefore, governments seek to adopt partnership systems in which all sectors of society contribute to directing, managing, and operating projects and businesses, developing them to serve their purposes on the basis of mutual benefit. Since 2010, the Egyptian government has been striving to encourage partnerships and the entry of the private sector to develop the country's economy. However, challenges have hindered the achievement of these goals. The Egyptian government has recently renewed its call for and encouragement of private-sector partnerships in the management and operation of national projects. This is what the study addressed to clarify the experience of partnership in Egypt and what it went through over many years between successes and failures, especially before the issuance of the law regulating partnership programs, passing through the current position of partnership, taking into account the application of partnership programs in one of the vital sectors in Egypt and its role in achieving sustainable development, while developing a vision for the future to increase the percentage of private sector partnership in public sector projects. Therefore, the study plan was divided into four main chapters in addition to the introduction, preface, previous studies, results and recommendations. The chapters of the thesis came to express this topic in some detail. The first chapter is concerned with clarifying the origin and development of partnership until it reached its current state, in addition to addressing many concepts of partnership in some literature, its justifications, objectives and risks. Then, many forms and methods of partnership were clarified, as well as the disadvantages and advantages of each method, with a statement of the projects that are compatible with each method. The second chapter addressed research on partnership between the two sectors, including the objectives and motives for resorting to the company, the factors of its success, its role in economic and social development, and the difficulties that faced partnership in Egypt, in addition to addressing the institutional and legislative framework, the steps and stages of partnership projects, in preparation for examining the role of partnership in achieving sustainable development. And its application to the projects of the Ministry of Transport in Egypt in the third chapter with a detailed description and application of the title of the study on the transportation sector and the development and growth it witnessed through the participation of the private sector in the management and operation of some of its facilities, in addition to the role of partnership and its keeping pace with environmental changes and renewable energy through sustainable green transportation projects, which is a positive step towards achieving the goals of sustainable development. The results of the study were also statistically analyzed by testing the study hypotheses in the fourth chapter, and the study concludes in the fifth chapter with the results and recommendations of the study and developing a vision for an action plan to implement some recommendations that may help support the partnership between the two sectors in Egypt in the future, which indicates that it has become an urgent necessity to drive the Egyptian economy, especially in the current external circumstances. |
