Summary, etc. Egypt holding the largest oil refining capacity in Africa, processing 33% of the continent's throughput as of 2022. In alignment with Egypt's commitment to reduce emissions in the oil and gas sector by 65% by 2030, this study proposes the adoption of an ISO 50001 based Energy Management System (EnMS) in Egyptian refineries. This research provides a comprehensive roadmap for implementing EnMS, demonstrating its effectiveness in informed decision-making and process tracking. Multivariate regression energy baselines (EnBs) are introduced for accurate energy performance tracking, tailored to the complex production processes, diverse products, and varied crude oil sources of the refinery under study. Validation of EnBs with a year's energy consumption data enhances credibility. Additionally, the study selected energy intensity index (EII) and cumulative difference (CUSUM) as the energy performance indicators (EnPIs) for straightforward assessment of energy performance and proposes refinery-specific Energy Efficiency Measures (EEMs), including the expected GHG emission reductions for each EEM. Recommendations are provided to address recent operational changes and enhance monitoring baselines, supporting the refinery’s action plan for improved efficiency and reduced emissions.

Summary, etc. تُعَدّ صناعة تكرير البترول من أبرز مصادر انبعاثات غازات الدفيئة، وتمتلك مصر أكبر قدرة تكريرية في إفريقيا بنسبة 33% من الإنتاج القاري عام 2022. وفي إطار التزامها بخفض الانبعاثات بنسبة 65% بحلول 2030، تقترح هذه الدراسة تطبيق نظام إدارة الطاقة وفق معيار أيزو 50001في المصافي المصرية.توفر الدراسة خارطة طريق شاملة للتنفيذ، وتُطوّر معادلات لخطوط أساس الطاقة باستخدام الانحدار متعدد المتغيرات، لتناسب العمليات المعقدة وتنوع المنتجات. تشمل الخطوط الأساسية فترات من 7 إلى 29 شهرًا، وتم التحقق منها ببيانات فعلية لضمان الموثوقية.كما تحدد الدراسة مؤشري كثافة الطاقة والمجموع التراكمي كأدوات تقييم، وتقترح تدابير لتحسين الكفاءة وتقديرات لتخفيض الانبعاثات الناتجة عنها. وتختتم بتوصيات لمواءمة النظام مع التغيرات التشغيلية ودعم خطط المصافي في خفض الانبعاثات وتحسين الأداء الطاقي.
