| Summary, etc. | تهدف هذه الدراسة إلى بحث وتحليل أسباب صعود فاعل مسلح من غير الدول إلى الحكم، وذلك من خلال التطبيق على نموذج حركة طالبان الأفغانية التي تمكنت من الوصول إلى السلطة مرتين في أفغانستان. وتتناول الدراسة بالتحليل العوامل البنيوية والظرفية التي ساهمت في تمكن الحركة من السيطرة على الدولة، بما يشمل الديناميكيات الداخلية، والسياقات الإقليمية والدولية، في إطار تحليلي يُسهم في فهم أوسع لطبيعة تمدد الفواعل المسلحة من غير الدول. وتستخلص الدراسة كذلك ملامح البيئة الحاضنة التي تُسهل صعود مثل هذه الفواعل للحكم، وتُبرز كيف استطاعت حركة طالبان التحول من تنظيم مسلح مدرج على بعض قوائم الإرهاب إلى سلطة أمر واقع تُدير الدولة وتفرض رؤيتها، وهو ما يطرح تساؤلات جوهرية حول مستقبل الدولة الوطنية وحدود الاعتراف الدولي بمثل هذه الكيانات. |

| Summary, etc. | This study aims to examine and analyze the reasons behind the rise of a non-state armed actor to power, through the application of the Afghan Taliban model, which managed to gain power twice in Afghanistan. The study analyzes the structural and circumstantial factors that contributed to the movement's ability to control the state, including internal dynamics as well as regional and international contexts, within an analytical framework that contributes to a broader understanding of the phenomenon of the expansion of non-state armed actors. The study also draws conclusions about the enabling environment that facilitates the rise of such actors to power, highlighting how the Taliban transitioned from an armed organization listed on certain terrorism lists to a de facto authority that governs the state and imposes its vision. This raises fundamental questions about the future of the nation-state and the limits of international recognition of such entities. |
