| Summary, etc. | تتناول هذه الرسالة تطور العلاقات بين المملكة العربية السعودية والدول الإفريقية بعد انتهاء الحرب الباردة، مع تركيز خاص على البعد الأمني والعسكري، في سياق متكامل يشمل أيضًا الأبعاد السياسية والدبلوماسية والاقتصادية والتنموية والثقافية والتعليمية والدينية. تنطلق الدراسة من أرضية تاريخية تجمع بين المملكة والقارة الإفريقية، حيث شكّلت الروابط الجغرافية والثقافية والدينية أساسًا مهمًا لتكوين علاقات استراتيجية أكثر شمولاً وعمقًا في العقود الأخيرة، وتحديدًا منذ مطلع القرن الحادي والعشرين.تركز الدراسة على مسار العلاقات السعودية الإفريقية في ظل المتغيرات الإقليمية والدولية، وتوضح كيف استطاعت المملكة أن تعيد بناء شبكة علاقاتها مع دول القارة بطريقة متعددة المحاور، تستجيب لمتطلبات الأمن القومي السعودي وتراعي التحديات التنموية والأمنية التي تواجه القارة. ومن خلال دراسة معمقة، تظهر الرسالة مدى اتساع مجالات التعاون بين الطرفين، حيث شهدت العلاقات تطورًا لافتًا في المجال السياسي والدبلوماسي عبر التنسيق في المحافل الدولية، وتبني مواقف موحدة تجاه قضايا مثل القضية الفلسطينية، إضافة إلى تعزيز أطر التفاهم من خلال القمم المشتركة، وفي مقدمتها القمة السعودية الإفريقية التي عقدت في الرياض عام 2023، والتي مثلت نقلة نوعية في العلاقات بين الجانبين.تخلص الدراسة إلى أن العلاقات السعودية الإفريقية دخلت مرحلة جديدة من النضج، غير أنها ما تزال بحاجة إلى تطوير شامل واستراتيجي يستجيب للمتغيرات الدولية والمتطلبات التنموية والأمنية المشتركة، ويعزز من حضور المملكة في القارة، ويستثمر في فرص النمو الكثيرة التي تتيحها الشراكة مع إفريقيا، من خلال بناء شبكات تعاون أكثر اتساعًا واستدامة على مختلف الأصعدة. |

| Summary, etc. | This dissertation explores the development of relations between the Kingdom of Saudi Arabia and African countries in the post-Cold War era, with a particular focus on the security and military dimensions, alongside political, diplomatic, economic, developmental, cultural, educational, and religious aspects. The study begins by outlining the historical, geographical, and cultural ties between Saudi Arabia and Africa, which have served as a foundation for building more strategic and comprehensive relations in recent decades, especially since the early 21st century.The research focuses on how Saudi Arabia has rebuilt its network of relations with African nations in response to regional and global shifts, aligning with national security priorities while considering Africa’s developmental and security challenges. Through in-depth analysis, the dissertation reveals the expansion of cooperation in various fields, particularly the political and diplomatic domain, where the two sides have coordinated in international forums and adopted unified positions on key issues such as the Palestinian cause. This was most notably reflected in the Saudi-African Summit held in Riyadh in 2023, which marked a turning point in bilateral relations.In conclusion, the study asserts that Saudi-African relations have entered a new phase of maturity, but still require comprehensive strategic development that adapts to global changes and shared security and development needs. Enhancing Saudi presence in Africa and investing in the vast opportunities offered by the continent are essential for building a broader and more sustainable partnership across all sectors. |
