| Summary, etc. | تُعد ظاهرة الفساد الإدارى والمالى من أخطر التحديات التى تواجه البنى المؤسسية فى الدول المعاصرة، حيث تهدد مبادئ العدالة وتكافؤ الفرص، وتقوض الثقة فى أجهزة الدولة وتؤخر عجلة التنمية المستدامة.وتتجلى هذه الظاهرة فى صور متعددة، من الرشوة، واستخدام النفوذ، إلى التلاعب فى المال العام، والإحتيال الإدارى والتوظيف الزبونى، بما يجعلها ظاهرة بنيوية لا يمكن معالجتها بأدوات جزئية أو قرارات وقتية.يتناول هذا البحث مظاهر الفساد فى كلٍ من الكويت، ومصر، والعراق، ولبنان، محلالاً الخلفيات السياسية والاجتماعية التى تكرسه، مع دراسة دور الأجهزة الرقابية، والبرلمان، ومنظمات المجتمع المدنى، والآليات التشريعية فى مواجهته.ويؤكد الباحث أن نجاح منظومة المكافحة لا يرتبط فقط بسن القوانين، بل بتكامل الإرادة السياسية، واستقلال القضاء، ومشاركة المواطن فى الرقابة الفعلية، بما يفضى إلى بناء منظومة حوكمة تضمن الشفافية والمساءلة وتقطع الطريق أمام الإفلات من العقاب. |

| Summary, etc. | Administrative and financial corruption stands among the most critical chsllenges facing modern state institutions, as it undermines principles of justiceand eual opportunity, erodes public trust in government bodies, and delays the trajectory of sustainable development. This phenomenon manifests in various froms, including bribery, abuse of power, embezzlement of public funds, administrative fraud, and patronage-based employment-rendering it a systemic issue that cannot be addressed through piecemeal reforms temporary measures.This study explores the manifestations of corruption in Kuwait, Egypt, Iraq, and Lebanon, analyzing the political and socil contexts that enable its persistence. It further examines the role of oversight bodires, parliaments, civil society organizations, and legislative mechanisms in combating corruption. The researcher argues that an effective anti-coruption framework hinges not merely on legislation, buton the integration of political will, judicial independence, and active citizen participation in monitoring and accountability.Togethr, these elements can foster a governancesystem grounded in transparency, accountability, and the rule of law. |
