| Summary, etc. | هدفت الدراسة إلى وضع رؤبة مستقبلية لتطوير صنع القرار التربوي بالإدارة التعليمية بمصر في ضوء متطلبات التحول الرقمي، واعتمدت الدراسة على المنهج الاستشرافي، من خلال استخدام استراتيجية دلفي لقدرته على التوصل إلى نتائج من خلال استشراف آراء الخبراء حول موضوع معين. وتم تطبيق أسلوب دلفي من خلال ثلاث جولات على عينة الدراسة. والتي تكونت من عدد (42) خبير متخصص في المجالات التالية: أساتذة أصول التربية، أساتذة تكنولوجيا التعليم والحاسبات بالكليات التكنولوجية، وأعضاء مديري ووكلاء الإدارات التعليمية وحدة التحول الرقمي بديوان وزارة التربية والتعليم المصرية، وتوصلت الدراسة إلى تطوير رؤية مستقبلية وتتركز محاورها في 6 محاور رئيسية و50 محور فرعى، والمحاور الرئيسية هي تصميم سياسات تناسب تطبيق التحول الرقمي وتساعد على دعم مسيرته، وتطوير مهارات القيادات التربوية والعاملين بالإدارات التعليمية، وتوفير البنية التحتية والتطبيقات التكنولوجية، وأيضا وضع استراتيجيات حديثة لتوظيف التكنولوجيا في إدارة العملية التعليمية، مع بناء الشراكات والتعاون مع أصحاب المصلحة والقطاع الخاص والتعاون الدولي، وأخيراً المتابعة المستمرة والتقييم وضمان الجودة والمراقبة، وأوصت الدراسة بضرورة توفير البنية التحتية الرقمية وتطوير برامج تدريبية متخصصة لصانعي القرار التعليمي حول التقنيات الرقمية، ووضع تشريعات وسياسات تنظم حوكمة البيانات التعليمية وخصوصيتها وأمنها. مع ضمان الشفافية والمساءلة. والاستعانة بأنظمة ذكاء اصطناعي لدعم صنع القرار التعليمي، وتطوير لوحات مؤشرات أداء تفاعلية. وبناء شراكات استراتيجية مع شركات التكنولوجيا والمؤسسات البحثية لتطوير حلول رقمية مبتكرة لصنع القرار. وتعزيز التعاون بين المؤسسات التعليمية لتبادل الخبرات الناجحة في مجال التحول الرقمي. بالإضافة إلى تطوير نظام متابعة وتقييم التحول الرقمي في تحسين عمليات صنع القرار. |

| Summary, etc. | The study aimed to develop a future vision for improving educational decision-making in Egypt's educational administration in light of digital transformation requirements. The study relied on the forward-looking approach, using the Delphi strategy for its ability to reach results through exploring expert opinions on a specific topic. The Delphi method was applied through three rounds to the study sample, which consisted of (42) experts specialized in the following fields: Professors of Educational Foundations, Professors of Educational Technology and Computing at Technological Colleges, and members, directors and deputies of educational departments in the Digital Transformation Unit at the Egyptian Ministry of Education. The study resulted in developing a future vision focused on six main axes and fifty sub-axes. The main axes are: designing policies suitable for implementing digital transformation and supporting its progress, developing the skills of educational leaders and employees in educational departments, providing infrastructure and technological applications, also establishing modern strategies for employing technology in managing the educational process, building partnerships and cooperation with stakeholders, the private sector and international cooperation, and finally continuous follow-up, evaluation, quality assurance and monitoring. The study recommended the necessity of providing digital infrastructure and developing specialized training programs for educational decision makers about digital technologies, establishing legislation and policies that regulate the governance, privacy and security of educational data while ensuring transparency and accountability. It also recommended utilizing artificial intelligence systems to support educational decision-making, developing interactive performance indicator dashboards, building strategic partnerships with technology companies and research institutions to develop innovative digital solutions for decision-making, enhancing cooperation between educational institutions to exchange successful experiences in the field of digital transformation, in addition to developing a system for monitoring and evaluating digital transformation in improving decision-making processes. |
