| Summary, etc. | إن الموازنة العامة هى التى تمكن الدول من صنع قراراتها و إتخاذ القرار يتم فى ضوء قدرة الدولة على القيام بوظائفها من خلال إدارة الموازنة العامة لتحقيق أهداف الدولة سواء اقتصادية أو سياسية أو إجتماعية ،وقد أصبح عجز الموازنة العامة موضوع الساعة قل أن تجد بلداً لا يعانى منه و لم يعد قاصراً على دولة بعينها أو حتى مجموعة من الدول بل توجد في معظم دول العالم بما فيها الدول المتقدمة.وتشكل النفقات العامة، الإيرادات العامة الموازنة العامة. التى تمارس الدولة وظائفها بإستخدام جزء من الموارد الإنتاجية المتاحة، وإنفاق وتحصيل مبالغ من الدخل القومي، فيرتب آثار هامة على حجم وتكوين الناتج القومي، فتؤثر الدولة على النشاط الاقتصادى وهي الفرق بين الإدخار المحلي و الاستثمارات المطلوبة لتعزيز التنمية الاقتصادية ، وكان تدخل الدولة للتأثير فى تراكم الادخار وتوفير الإيرادات اللازمة لنفقات الإستثمار اللازم للانتاج بما لا يؤثر على الحياة الاجتماعية و الاقتصادية سواء بمواجهة ظاهرة العجز والحد من تفاقمها أو فى حالة اللجوء لخلق العجز فى الموازنة بغرض تمويل التنمية بتوفير الإيرادات فلا خلاف على أن الموازنة العامة للدولة تلعب دوراً هاماً في الحياة الاقتصادية والاجتماعية والسياسية و أن عجز الموازنة العامة يتعلق بأحوال الكساد والبطالة ، لكونه يؤدى الى زيادة التضخم والوقوع في أزمة المديونية الخارجية. |

| Summary, etc. | The general budget enables countries to make their decisions. Decision-making is based on the state's ability to carry out its functions through managing the general budget to achieve the state's economic, political, and social objectives. The general budget deficit has become a topic of conversation. It is rare to find a country that does not suffer from it. It is no longer limited to a single country or even a group of countries, but rather exists in most countries around the world, including developed nations.Public expenditures and public revenues constitute the general budget. The state exercises its functions by utilizing a portion of available productive resources, spending and collecting amounts from the national income, which has significant effects on the size and composition of the national product. The state influences economic activity, which is the difference between domestic savings and the investments required to promote economic development. State intervention aims to influence the accumulation of savings and provide the necessary revenues for investment expenditures required for production, without impacting social and economic life, whether by confronting the phenomenon of deficits and limiting their exacerbation, or by resorting to creating a budget deficit to finance development by providing revenues. There is no dispute that the state's general budget plays an important role in economic, social, and political life, and that a general budget deficit is linked to recessions and unemployment, as it leads to increased inflation and a foreign debt crisis. |
