| Summary, etc. | تتبع أهمية الدراسة من كونها تقدم رؤية شاملة عن الموقف التركي من الأزمة الروسية الأوكرانية وعلاقاتها مع طرفي الأزمة، وما قدمته تركيا من مبادرات بصفتها وسيطًا للتخفيف من حدة الأزمة.وتتمثل مشكلة الدراسة في طرح السؤال الرئيسي التالي: ما طبيعة الموقف التركي من الأزمة الروسية الأوكرانية(2014-2023م)؟ أما أهداف الدراسة فتتمثل في: تحليل الموقف التركي من سيطرة روسيا على شبه جزيرة القرم عام 2014م، وأدوارها في الحرب الروسية الأوكرانية التي اشتعلت عام 2022م، واستشراف مستقبل علاقتها مع روسيا وأوكرانيا ودورها في إقليم البحر الأسود؛ ولتحقيق أهداف الدراسة والإجابة على أسئلتها، فقد استخدمت الدراسة منهج البحث التاريخي، والوصفي التحليلي والواقعي، والاستشرافي، وتناولت الدراسة المحطات التاريخية المهمة لتركيا ومحددات سياستها الخارجية التي بلورت شكل علاقتها مع الدول الأخرى، وتفاعلها مع القضايا التي تمس مصالحها، كما وضحت الموقف التركي من السيطرة الروسية على شبه جزيرة القرم في عام 2014م، ومن الحرب الروسية الأوكرانية عام 2022م، والرؤية المستقبلية لعلاقتها معهما ولدورها الإقليمي.وخلصت الدراسة إلى أن السياق التاريخي والمحددات الجغرافية والاقتصادية والأمنية التركية لعبوا دورًا مهمًّا في فهم وبلورة موقفها الرافض للسياسة الروسية في أوكرانيا مع الحفاظ على التوازن في سير علاقتها مع طرفي الحرب وقبولها من طرفي الحرب دوليًّا كوسيط مرغوب به لتقديم مبادرات لتسوية الحرب سلميًّا أو التخفيف من حدتها بما يدعم أمنها ومصالحها الإقليمية. وأوصت الدراسة بعدد من التوصيات أهمها: ضرورة عمل تركيا على وضع بدائل تتواءم مع مصالحها وتدعم أمنها الإقليمي وأمن نفوذها في حال تصاعدت حدة الحرب الروسية الأوكرانية أو حسم الحرب لأحد الطرفين وضرورة بناء الدول لمواقفها تجاة القضايا المختلفة بما يدعم مصالحها الوطنية ويتواءم مع شكل علاقتها بالدول الأطراف ويعود على الدولة بمكاسب تفوق حجم الخسائر. |

| Summary, etc. | The significance of this study lies in its comprehensive analysis of Turky’s stance on the Russian-Ukrainian crisis and its relations with both parties involved. Its examines Turkey’s role as a mediator and the initiatives it has undertaken to mitigate the severity of the crisis.The main question of this study is: What is the nature of Turkey’s attitude on the Russian-Ukrainian crisis (2014-2023)? <br/>The study aims to achieve the following objectives: to analyze Turkey’s response to Russia’s annexation of Crimea in 2014, its reaction to the escalation of the Russian-Ukrainian war in 2022, and to explore the future of its relations with both Russia and Ukraine, as well as its role in the Black Sea region. To achieve these objectives and answer the questions, this study employs a historical, descriptive-analytical, empirical, and exploratory methodology. It addresses key historical milestones for Turkey and the determinants of its foreign policy, which have shaped its interactions with other nations and its responses to issues affecting its interests. The study also sheds light on Turkey’s stance regarding Russia’s annexation of Crimea in 2014, the Russian-Ukrainian war in 2022, and its future outlook on relations with both countries and its regional role. <br/>The study concludes that Turkey’s historical context, as well as its geographical, economic, and security, have played a crucial role in shaping its stance of opposition to Russian policy in Ukraine, while maintaining a balanced approach in its relations with both sides. This balance has attitude attituded Turkey as an acceptable mediator for both parties and internationally, enabling it to propose peace initiatives aimed at either peacefully resolving or mitigating the crisis, thereby supporting its regional security and interests. The study offers several recommendations, chief among them is the need for Turkey to develop alternative strategies aligned with its interests that would strengthen its regional security and influence should the Russian-Ukrainian war escalate or one party achieve a decisive victory. Additionally, it emphasizes the importance of countries building their positions on various issues in ways that support their national interests, align with their relations with involved parties, and yield gains that outweigh potential losses. |
