هذه الرسالة تدرس علاقة العولمة بنشاط منظمات المجتمع المدني خاصة المنظمات الحقوقية. فإن العولمة منذ التسعينيات كانت ذات مدلول إيجابي على نشاط هذه المنظمات و فتحت لها قنوات للتحرر من سيطرة النظم السلطوية. وأصبحت هناك صلة وثيقة بين وجود مجتمع مدني فاعل وقوي وبين انفتاح الدولة وتبنيها للأسس الديمقراطية والليبرالية. تحاول الدراسة من خلال هذه العلاقة تفسير وجود دور لبعض منظمات المجتمع المدني في الفترة قبل التسعينيات حين لم تكن العولمة قد تبلورت بعد. هذه الحالات كان بها المجتمع المدني الفعال سببا في عمليات التحول الديمقراطي لا نتيجة لها. فمن خلال دراسة حالة الأرجنتين نجد أن المنظمات الحقوقية عادت إلي الحياة في ظل حكم المجلس العسكري 1976 إلي 1983. فتتمعن هذه الدراسة في أثر بوادر مؤشرات العولمة وعلاقتها بإعادة الحياة لهذه المنظمات التي تمكنت من ممارسة الحشد الجماهيري ضد النظام العسكري محليا والضغط عليه عالميا من خلال تأييد منظمات حقوق الإنسان العالمية لقضيتها. وبالرغم من انعدام المناخ الديمقراطي والتعددية إلا أن هذه المنظمات لعبت دورا محوريا في الضغط على المجلس العسكري حتى تنحى عن السلطة بعد هزيمته في حرب الفوكلاند وحدث الانتقال الديموقراطي في الأرجنتين عام 1983.

This thesis studies the effect of globalization on the activities of civil society organizations, especially human rights organizations. Globalization since the nineties had a positive impact on the activities of these organizations as it opened channels for them to free themselves from the control of authoritarian regimes. In the light of this, the study attempts to explain the existence of a role for some civil society organizations in the period before the nineties, when globalization had not yet crystallized. In this cases effective civil society was a cause, not a consequence, of democratic transition processes. Through a case study of Argentina, we find that human rights organizations came back to life under the military rule from 1976 to 1983. The study showed the impact of the initial indicators of globalization in the eighties and their effect on reviving these organizations. They used mass mobilization against the military regime locally and put pressure on it globally through the support of international human rights organizations. Despite the lack of a democratic climate and pluralism, these organizations played a pivotal role in pressuring the junta to step down from authority through democratic elections and the democratic transition took place in Argentina in 1983.The downfall of the military was accelerated by its defeat in the Falkland war that year.
