تسعى البشرية على مر التاريخ نحو التطور، لكن مع النمو التكنولوجي المتسارع الذي يشهده العالم، حدثت قفزات كبرى ونوعية في مجال الذكاء الاصطناعي، إذ بات حقيقة بعدما كان ذات يوم مجرد خيال، وهذا التطور يعد سلاح ذو حدين، فمن المتوقع أن تغير التطبيقات الذكية أوجه العالم في غضون السنوات المقبلة، وهذا يسلط الضوء على الفوائد المحتملة لخوض هذا المجال وأيضًا المخاطر السلبية المتوقعة منه، خاصة في حالة فقد السيطرة على هذه الأنظمة لتشكل تهديدًا للبشرية، لذلك ثمة حاجة ملحة للدفع نحو حوكمة وضمان استخدام آمن وشامل ومسئول لهذه التقنية.
ولا غرو أن هذه الدراسة تأتي مع دخول العالم مرحلة جديدة من التطور التكنولوجي، تتمثل في عصر الذكاء الاصطناعي، وسمات هذه المرحلة هي ذيوع استخدام التطبيقات الذكية في الكثير من مجالات الحياة، لا سيما التعليم، والصحة، والاقتصاد، والسياسة، والحروب، والأمن، والقانون، بل أصبح عصب التقدم وأهم مظاهره هو قدرة الدول وجاهزيتها لاستخدام هذه الأنظمة، لتعزيز قدراتها وتحقيق الاستفادة المرجوة منها، فضلاً عن تطوير كبرى الشركات لمنتجاتها لتكون ذكية، فالسيارات باتت ذاتية القيادة، والطائرات أصبحت تحلق بدون طيار، والأعمال التي كانت تتطلب مجهودًا وخطورةً في أدائها أضحت يسيره وسهلة عن طريق الإنسان الآلي.

Throughout history, humanity has sought development, but with the rapid technological growth that the world is witnessing, there have been major and qualitative leaps in the field of artificial intelligence, as it has become a reality after it was once just a fantasy, and this development is a double-edged sword, as it is expected that smart applications will change aspects of... The world in the coming years, and this highlights the potential benefits of entering this field as well as the negative risks expected from it, especially in the event that control over these systems is lost to pose a threat to humanity, so there is an urgent need to push towards governance and ensuring the safe, comprehensive and responsible use of this technology.
It is not surprising that this study comes as the world enters a new phase of technological development, represented by the era of artificial intelligence, and the characteristics of this phase are the widespread use of smart applications in many areas of life, especially education, health, economics, politics, wars, security, and law. Rather, it has become the backbone of progress and its most important manifestation is the ability and readiness of countries to use these systems, to enhance their capabilities and achieve the desired benefit from them, in addition to the development of major companies for their products to be smart. Cars have become self-driving, airplanes have become flying without a pilot, and work that used to require effort and risk in its performance. It has become easier and easier through robots.
