في سياق القوة الناعمة للدول الصغيرة، أهتم البعض منها بالدبلوماسية المتخصصة، أي تركيز الجهود والموارد في مجالات محددة. ركزت دولة قطر على الوساطة المتخصصة، حيث أصبحت قطر من أبرز الوسطاء النشطين دوليًا وإقليميًا، ولكن من أهم التحديات التى تواجهها دولة قطر هي تحدى صغر الحجم والتحدي الديموغرافي، وتحدى الموقع الجيوسياسى. ومن أهم أدوات ومقومات الوساطة القطرية الاعتماد على سلاح الأموال، والاستقلالية والانفتاح على الجميع، وقد حققت دولة قطر كدولة صغيرة في مجال الوساطة المتخصصة بعض المكاسب من خلال الوساطة بين الولايات المتحدة وحركة طالبان الأفغانية ومن أهم هذه المكاسب استمرار الحفاظ على هدف البقاء والأمن، وتعظيم المكانة الخاصة بها، وتعزيز سمعتها ونفوذها الدولي والإقليمي، وتعانى الوساطة القطرية من أوجه قصور رئيسية، ومن أهمها اعتمادها الكبير على الأموال، وغياب هيكل تنظيمي بيروقراطي قوى يدير ويوجه عمليات الوساطة.

In the context of the soft power of small states, some have been interested in specialized diplomacy, that is, the concentration of efforts and resources in specific areas. The State of Qatar has focused on specialized mediation, as Qatar has become one of the most prominent active mediators internationally and regionally. However, one of the most important challenges facing the State of Qatar is the challenge of small size, the demographic challenge, and the challenge of the geopolitical location. One of the most important tools and components of Qatari mediation is reliance on the weapon of money, independence and openness to all. The State of Qatar, as a small country in the field of specialized mediation, has made some gains through mediation between the United States and the Afghani Taliban Movement. Qatari mediation suffers from major shortcomings, the most important of which is its heavy reliance on funds, and the absence of a strong bureaucratic organizational structure that manages and directs mediation operations.
