فی ظل ظروف کثیرة محلیة وأخری عالمیة ، نتج عنها فرص کبیرة لعدم المساواة وافتقار الکثیر من الفئات لحقوقها الأساسیة بل حرمانها من إشباع حاجاتها الأساسیة، لتبرز فئات ضعیفة مهضومة الحق تعجز عن توفیر الحد الأدنى للمعیشة لنفسها بما یحفظ کرامتها وإنسانیتها وبالتالی برز مفهوم الفئات الأکثر احتیاجاً فی ظل مسئولیة المجتمع عن أفراده وجماعاته. ویرجع الاهتمام المتزاید بقضیة الفئات الأکثر احتیاجاً بأن أعدادهم قد تنامت بشکل کبیر بحیث أصبحت النظم الاجتماعیة والاقتصادیة السائدة عاجزة عن محاربة ما یواجهونه من ضغوط ترجع إلى الفقر الذی یتفشى نتیجة ضعف ومحدودیة الموارد الاقتصادیة المتاحة حیث لم یعد الفقر یقتصر على مجرد الافتقار للدخل وإنما أصبح یشمل فقر القدرة الذی یمنع من المشارکة فی التنمیة.
وتأتى أهمية الدراسة من ناحية الشق النظرى حيث تساهم هذه الدراسة في إثراء المكتبات العلمية بشكل عام، ومكتبة المعهد بشكل خاص بهذا المجال، كما يستفاد منه الباحثون الذين يهتمون بنوعية هذا المجال، كما تزود الأبحاث والدراسات العلمية بهذا النوع من المعلومات حيث تأتى الأهمية من وجهة نظر الشق العملي حيث تساعد هذه الدراسة أصحاب المؤسسات التى تعمل فى مجالات التنمية المجتمعية فى التأثير بشكل إيجابى على جودة الخدمات المقدمة للمواطن ورفه كفاءة الحياة لديه، والتي من خلالها تساعد في زيادة أداء المؤسسات الخدمية من ناحية والتي تعود بزيادة الخدمات من ناحية أخرى، كما تساعد هذه الدراسة فى توضيح سبل العيش الكريم الذى تسعى الدولة لتقديمه

In light of many local and global circumstances, which resulted in great opportunities for inequality and the lack of basic rights by many groups and even being deprived of the satisfaction of their basic needs, so weak groups emerged that lacked rights and were unable to provide the minimum standard of living for themselves in a way that preserves their dignity and humanity, and thus the concept of the weaker groups emerged. Much needed Society remains responsible for its individuals and groups. The increasing interest in the issue of the most needy groups is due to the fact that their numbers have grown significantly to the point that the prevailing social and economic systems have become unable to fight the pressures they face due to poverty that is spreading as a result of the weakness and limited economic resources available, as poverty is no longer limited to a mere lack of income, but rather It now includes poverty The ability that prevents participation in development.
The importance of the study comes from the theoretical aspect, as this study contributes to enriching scientific libraries in general, and the institute’s library in particular in this field. It also benefits researchers who are interested in the quality of this field. Scientific research and studies also provide this type of information, where the importance comes from the point of view The practical aspect is that this study helps the owners of institutions that work in the areas of community development to positively influence the quality of services provided to citizens and their well-being and efficiency of life, through which they help increase the performance of service institutions on the one hand, which leads to increased services on the other hand.
