تهدف الدراسة إلى التأصيل النظري لمقاربة التعافي بعد الصراعات، وتحليل المفهوم والاقترابات والمنظورات المفسرة له، وكذلك الإشكاليات النظرية والتطبيقية المرتبطة به، لا سيما في دول الجنوب، بدايةً بجدلية العلاقة بين بناء الدولة وبناء الأمة، مرورًا بتراتبية وأولوية أنشطة التعافي أو تناقضها مع الأولويات المحلية، والإشكاليات المرتبطة باحترام حقوق الإنسان والعدالة الانتقالية فيما بعد الصراعات، حتى حدود وفاعلية الدور الخارجي وإمكانات تسييس عملية التعافي. ذلك مع بحث آليات ومشروطيات واستراتيجيات التعافي السياسي والأمني والاقتصادي والاجتماعي، وبالتطبيق على تجربتي رواندا والصومال في التعافي بعد الصراعات، وفي ضوء الافتراضات والمقولات المرتبطة بمنظور "واقعية المهمشين" حول تداخل قضايا النظام الداخلي والنظام الدولي، وطبيعة أدوار القوى الإقليمية والدولية وأنماط حركتها، سعيًا لاستكشاف العوامل المفسرة لتباين مخرجات عمليات التعافي في الدول الخارجة من الصراعات، وتحديد أبرز العوامل والمحددات المرتبطة بزيادة فاعلية التعافي وتعزيز آليات إنفاذه لتحقيق سلام أكثر استدامة.

The study aims to theoretically ground the approach to post-conflict recovery by analyzing the concept, approaches, and perspectives that elucidate it, as well as the theoretical and practical problematics associated with it, particularly in the Global South. This begins with the dialectic of the relationship between state-building and nation-building, progresses through the prioritization and sequencing of recovery activities or their contradictions with local priorities, and addresses issues related to human rights and transitional justice in post-conflict settings, including the boundaries and effectiveness of external roles and the potential for politicizing the recovery process. The study also explores mechanisms, conditions, and strategies for political, security, economic, and social recovery, applying these to the cases of Rwanda and Somalia. In light of the assumptions and propositions related to the "Subaltern Realism" perspective on the intersection of domestic and international issues and the nature of regional and international actors' roles and movements, the study seeks to identify the factors explaining the variation in recovery outcomes in post-conflict countries, determine key factors and determinants that enhance recovery effectiveness, and strengthen enforcement mechanisms to achieve more sustainable peace.
