ركزت الدراسة علي تحليل مؤشرات التحول الرقمي في القارة الأفريقية وفي الدول أعضاء منظمة الجنوب الأفريقي تحديداً للوصول إلي محددات العلاقة بينها وبين التحول الديموقراطي في هذه المنطقة ، وقد قامت الدراسة باستعراض الجهود المبذولة من كافة الأطراف في إحداث هذا التحول الرقمي وعلي رأسها جهود الاتحاد الأفريقي الذي تبني استراتيجيات محددة في هذا المجال للتغلب علي ضعف البنية التحتية التكنولوجية خاصة في فترة انتشار وباء كوفيد-19 ، ثم انتقلت الدراسة لبيان تأثير هذه التحولات الرقمية في عملية التحول الديموقراطي وعلي رأسها ضمان حرية التعبير والرأي ووجود مجتمع مدني قوي ووجود مؤسسات خاضعة للرقابة بالإضافة إلي العدالة الاجتماعية وسلمية تداول السلطة بعيداً عن أعمال العنف . ومن خلال التركيز علي الثلاث دول محل الدراسة (جنوب أفريقيا وتنزانيا وناميبيا) اعتماداً علي البيانات والاحصائيات الرسمية، وأظهرت الدراسة ارتباطاً بين بعض مؤشرات التحول الرقمي وبعض مؤشرات التحول الديموقراطي مما يؤكد علي أهمية تعظيم الاستفادة من التحول الرقمي في العملية السياسية وليس الاقتصادية والخدمية فقط.
The study focused on analyzing digital transformation indicators in Africa, specifically within the Southern African Development Community (SADC) member states, to determine the relationship between digital transformation and democratic transition in the region. The study reviewed the efforts of various stakeholders in driving this digital transformation, particularly the African Union's initiatives to overcome technological infrastructure weaknesses, especially during the COVID-19 pandemic.The study then explored the impact of these digital transformations on the democratic transition, emphasizing the importance of freedom of expression, a strong civil society, accountable institutions, social justice, and the peaceful transfer of power without violence. By concentrating on the three countries under study (South Africa, Tanzania, and Namibia) and relying on official data and statistics, the study revealed a correlation between certain digital transformation indicators and some democratic transition indicators. This underscores the importance of maximizing the benefits of digital transformation in the political process, not just in economic and service-oriented sectors.
