تهدف هذه الدراسة إلى قياس أثر تطبيق التحول الرقمي على إعداد الموازنة العامة للدولة والرقابة على تنفيذها بالوحدات الإدارية الحكومية، كما تتناول المعوقات التي قد تواجه التحول الرقمي في تلك المراحل. لتحقيق الهدف السابق قامت الباحثة بإجراء دراسة ميدانية على الوحدات الادارية الحكومية المصرية، حيث تمثل مجتمع الدراسة في جميع الوحدات الإدارية الحكومية المصرية، وبلغت عينة الدراسة 165 مفردة، وقد تم تحليل البيانات واختبار فروض الدراسة باستخدام الأساليب الإحصائية الوصفية ومعامل ارتباط بيرسون وحزمة البرامج الإحصائية للعلوم الاجتماعية SPSS 27.توصلت نتائج التحليل الإحصائى للدراسة إلى وجود تأثير ايجابى معنوى للتحول الرقمي على إعداد وتنفيذ الموازنة، وكذلك وجود تأثير ايجابى ومعنوى للتحول الرقمي على الرقابة على تنفيذ الموازنة ، بالإضافة إلى عدم وجود فروق معنوية بين عينة الدراسة بشأن معوقات التحول الرقمي وتأثيره على مرحلة الإعداد والتنفيذ والرقابة على الموازنة العامة للدولة المصرية ترجع فى العوامل الديموغرافية.
This study aims to measure the impact of implementing digital transformation on the preparation of the state’s general budget and the controlling of its execution in government administrative units. It also addresses the obstacles that may hinder digital transformation during these phases. To achieve the aforementioned objective, the researcher conducted a field study on Egyptian government administrative units. The study population consisted of all Egyptian government administrative units, with a sample size of 165 units. Data were analyzed, and the study's hypotheses were tested using descriptive statistical methods, Pearson correlation coefficient, and the Statistical Package for the Social Sciences (SPSS 27). The statistical analysis results revealed a significant positive impact of digital transformation on both the preparation and execution of the budget. Additionally, there was a significant positive impact of digital transformation on controlling budget execution. Furthermore, the study found no significant differences among the sample regarding the obstacles to digital transformation and its effect on the preparation, execution, and controlling phases of the Egyptian state’s general budget, attributable to demographic factors
