تقوم هذه الدراسة باختبار فرضية عامة وهي مدى جدوى استخدام أداة العقوبات الاقتصادية في تحقيق أهداف السياسة الخارجية للدولة التي تفرض العقوبات، وبالتطبيق على الدراسة فإنها تختبر صحة الفرضيتين الآتيتين: 1- العقوبات كأداة للسياسة الخارجية الأمريكية تعتبر أداة فعالة وعلى قمة أدوات الإدارة الأمريكية وتستخدم في تحقيق أهداف السياسة الخارجية الأمريكية والمحافظة على الأمن القومي للولايات المتحدة ومكانتها الدولية في النظام العالمي، 2- العقوبات كأداة للسياسة الخارجية الأمريكية تعتبر أداة غير فعالة وغير أساسية في تحقيق أهداف السياسة الخارجية الأمريكية وأن الحرب التجارية الناتجة عن العقوبات ستضر بالاقتصاد الأمريكي.

This study focuses /testes a general hypothesis, which is the feasibility of using the tool of economic sanctions in achieving the foreign policy goals of the state that imposes the sanctions. By applying, this thesis tests the validity of the following two hypotheses: 1- As for USA foreign policy, Sanctions as a tool are considered an effective tool and is at the top of the US administration's tools and is used to achieve the goals of US foreign policy goals and protecting USA national security and its international standing globally, 2- Sanctions as a tool of US foreign policy are considered an ineffective tool in achieving the its foreign policy goals and the trade war resulting from the sanctions will harm the US economy.
