تركز هذه الدراسة علي احد الموضوعات التي تباينت الي دراسة تأثير العامل الخارجي والسلوك الهيدرواستراتيجي لأثيوبيا , في محاولة لفهم وتحليل دور الفاعليين من الدول وتفسير تأثيرهم وايضاً من دون الدول في تأثير في الإدارة الملف المائي بين دول حضو نهر النيل فقد انقسمت الدراسة الي اتجاهين, اتجاه يري ان العامل الخارجي يؤدي دوراً سلبياً في التفاعلات الصراعية حيث يفتعل أحد الاطراف الخارجيه ازمه أو يثير خلافاً بين وحدات النظام الإقليمي, وإتجاه أخر يري أن العامل الخارجي يؤدي دوراً إجاياً محفز للتفاعلات التعاونيه, وتعتمد هذه الدراسة علي فحص الفروض وتحليل المواقف والاحداث والاراء التي يتبناها كل إتجاه من الاتجاهين موضع الدراسة, وذلك بأستخدام نظرية الهيدرو بوليتكس واقتراب النظام الإقليمي ودراسة الحالة case stady

This study focuses on one of the topics that have been diverse in studying the influence of external factors and the hydrostrategic behavior of Ethiopia. It attempts to understand and analyze the role of actors, both state and non-state, in influencing the management of the water file among the Nile Basin countries. The study is divided into two directions: one direction sees the external factor playing a negative role in conflict interactions, where an external party creates a crisis or provokes disputes between regional system units. The other direction sees the external factor playing a positive role in encouraging cooperative interactions. This study relies on examining assumptions, analyzing positions, events, and opinions adopted by each direction under study, using hydro politics theory, regional system approach, and case study analysis.
