The East Mediterranean region attracted the world’s attention since the discovery of natural gas reserves in 2009, which added extra layers of economic, political, and strategic importance to the region. Those discoveries enforced new dynamics of cooperation and conflict between the states of the region. In this regard, the correlation between the discoveries of natural gas and its impact on the relations between states, whether of conflict or cooperation is studied throughout this thesis, using the complex interdependence theory. The EU, being the nearest market for the East Mediterranean gas, found an opportunity in the region’s reserves, especially after the outbreak of the Russia – Ukraine Crisis. However, the East Mediterranean region faces many challenges, that if not addressed, might hinder regional cooperation efforts in the natural gas field, which in turn, might affect its chances of access and competition in the EU gas market.
This master’s thesis explores the opportunities and challenges of the East Mediterranean region and their impact on the ability of the region’s gas to enter the European Union natural gas market. The thesis delves into those opportunities and challenges by studying internal and external, political, economic, legal, and security aspects. In conclusion, it is found that the region’s opportunities outweigh its challenges. While economic challenges outweigh other political, legal, and security challenges, they are unlikely to impede the entry of the East Mediterranean natural gas to enter the EU gas market.

توجهت أنظار العالم إلى منطقة شرق البحر الأبيض المتوسط نظرًا لاكتشافات احتياطيات الغاز الطبيعي في عام ٢٠٠٩، مما زاد من الأهمية الاقتصادية والسياسية والاستراتيجية للمنطقة، حيث فرضت تلك الاكتشافات ديناميكيات جديدة للتعاون والصراع بين دول المنطقة. في هذا الصدد، تقوم هذه الرسالة بدراسة العلاقة بين اكتشافات الغاز الطبيعي وتأثيرها على العلاقات بين الدول، سواء كانت علاقات صراعية أو تعاونية، باستخدام نظرية الاعتماد المتبادل المركب. وجد الاتحاد الأوروبي، باعتباره أقرب سوق لغاز شرق البحر الأبيض المتوسط، فرصة سانحة في تنويع مصادره من الغاز في الاحتياطيات المكتشفة بالمنطقة، خاصة بعد اندلاع الأزمة الروسية الأوكرانية. ومع ذلك، تواجه منطقة شرق البحر الأبيض المتوسط العديد من التحديات، والتي إذا لم يتم معالجتها، قد تعيق جهود التعاون الإقليمي في مجال الغاز الطبيعي، مما قد يؤثر بدوره على فرصها في الدخول إلى سوق الغاز الطبيعي للاتحاد الأوروبي.
تقوم هذه الرسالة بدراسة الفرص والتحديات التي تواجه منطقة شرق البحر الأبيض المتوسط وتأثيرها على قدرة غاز المنطقة على دخول سوق الغاز الطبيعي في الاتحاد الأوروبي، وذلك من خلال دراسة الجوانب الداخلية والخارجية والسياسية والاقتصادية والقانونية والأمنية لمنطقة شرق المتوسط. وفي ختام الرسالة، نجد أن فرص المنطقة تفوق تحدياتها. وفي حين تفوق التحديات الاقتصادية التحديات السياسية والقانونية والأمنية الأخرى، إلا أنها من غير المرجح أن تعيق دخول الغاز الطبيعي من شرق البحر الأبيض المتوسط إلى سوق الغاز في الاتحاد الأوروبي.
