سعت الدراسة للتعرف على نشأة النقابات والاتحادات الصحفية في الوطن العربي وتطورها ودورها المهني والخدمي، ومصادر تمويلها، والعلاقة بينها وبين السلطة السياسية، ومدى تأثر تلك المؤسسات بالبيئة السياسية المحيطة بها، بالإضافة إلى رصد وتحليل واقع القوانين المنظمة للعمل الصحفي في الوطن العربي، وذلك من خلال مناقشة الجوانب المرتبطة والمؤثرة على العمل الصحفي والصحفيين المقيدين بالنقابات والجمعيات، والإجراءات التي يمكن اتخاذها من أجل تطوير عملها ورفع أدائها من وجهة نظر الصحفيين عينة الدراسة. كما هدفت الدراسة الي رصد وتحليل التشريعات المنظمة لعمل النقابات والجمعيات الصحفية، والأوضاع الإدارية والتنظيمية داخلها، والأدوار المهنية التي لعبتها ومدى التزامها بالدفاع عن الصحفيين، واستخدمت الباحثة منهج المسح المقارن، وتوظيف نظرية المسؤولية الاجتماعية، ومدخل تحليل النظم، وقامت الباحثة بتصميم استمارة استبيان تمثل أربعة محاور تضمنت المعوقات والمشكلات التي واجهت نقابات وجمعيات الصحفيين في ( تونس – الجزائر – الإمارات – الكويت – فلسطين)، وتأثير القوانين والتشريعات المنظمة للعمل الصحفي على أداءها، وتأثير العوامل السياسية والاقتصادية على تطورها، والإجراءات.

The study aimed to explore the establishment and development of press syndicates and Unions in the Arab world, examining their professional and service roles, sources of funding, and their relationship with political authority. It also investigated how the surrounding political environment influences these institutions. Additionally, the study monitored and analyzed the current laws regulating journalism in the Arab world, discussing factors related to and impacting journalistic work and union members within the profession. The study also aimed to monitor and analyze the legislation governing the work of press syndicates and associations, their administrative and organizational conditions, the professional roles they played, and their commitment to defending journalists. The researcher employed the comparative survey method, the theory of social responsibility, and the systems analysis approach. A questionnaire form was designed by the researcher to cover four main areas: the obstacles and challenges faced by journalists' syndicates and associations in Tunisia, Algeria, the UAE, Kuwait, and Palestine; the impact of laws and regulations governing journalism on their performance; the influence of political and economic factors on their development; and the procedure in place. The study results indicated that, despite a generally positive view of the roles played by Arab journalists' syndicates and associations and the challenges they face, there is a negative perception regarding their roles. This is primarily due to their inability to achieve independence from the direct intervention of political authorities and their agencies, which prevents them from providing adequate protection to their members. Several factors contribute to the troubled state these syndicates and associations are experiencing, chief among them being weak communication with the general body of journalists, inefficiencies in administrative systems, and the prioritization of political inclinations over professional considerations among members.
