تناولت هذه الدراسة موضوع: القـوى الكُبرى وتوظيفُ القانُونُ الدَّوليُّ المُعـاصـرُ: دراسةٌ مُقارنَةٌ لمَوْقِفَي الولايات المُتحدة الأمريكيَّة وروسيا الاتِّحاديَّة من الأزمة السِّياسيَّة الليبيَّة: (2014-2019). وقد تكونت الدراسة من أربعة فصول رئيسية، هي: الفصـلُ الأوَّلُ: القـوى الكُبرى والقانُون الدَّوليِّ العــامِّ المُعاصـر، الفصـلُ الثاني: الولاياتُ المُتحدة الأمريكيَّة وروسيا والقانُونُ الدَّوليُّ العامُّ المُعـاصـرُ، الفصـلُ الثالثُ: الموقفُ الأمريكيُّ من الأزمــة السِّياسيَّة الليبيَّة (2014-2019)، الفصل الرابع: المَوْقفُ الرُّوسيُّ من الأزمــة السِّياسيَّة الليبيَّة (2014-2019). وتوصَّلت الدِّراسةُ إلى أنَّ القوى الكُبرى تتَّسمُ بمُمارستها للتأثير الأكبر على النِّظام الدَّوليِّ، كما أنَّها تقُومُ بالتَّوظيف السِّياسيِّ لقواعد القانُون الدَّوليِّ، بمعنى أنَّ هذه القوى تتمسَّكُ بالقانُون الدَّوليِّ عندما يتعلَّقُ الأمرُ بمصالحها، أو مصالح حُلفائها، وتضربُ به عرض الحائط عندما يتناقضُ مع تلك المصالح. وخلُصت الدِّراسةُ إلى أنَّ العالم يمُرُّ اليوم بمرحلة "ديكتاتوريَّة العلاقات الدَّوليَّة" التي تتسلَّمُ فيها أمريكا زمام الأُمُور على المُستوى الدَّوليِّ، حيثُ أخذت تتدخَّـلُ بحُجَّة حماية "حُقُوق الإنسان" ضدَّ الدُّول النَّامية. ومنْ ثمَّ فإنَّهُ يُمكنُ القولُ أنَّنا نَعِيشُ اليوم في حالة قانُونٍ دَوْلِيٍّ مَعِيبٍ، أو قانُونٍ أمريكيٍّ مُدَوَّلٍ. كما أن تدخل القوى الكبرى محل الدراسة في الأزمة الليبية كان يقوم على تحقيق المصالح الاستراتيجية لهذه القوى، بغض النظر عن قواعد القانون الدولي أو مصالح ليبيا.

This study dealt with the topic: “The major powers and contemporary international law: features of the relationship and prospects for interpretation, the United States of America as a model.” The study was divided into three main axes: First: the concept of major powers in international relations and their relationship to international law. Second: Theories explaining the relationship of major powers to international law. Third: The American position on the rules of contemporary international law.The study concluded that the major powers are characterized by their greater influence on the international system, and they also make political use of the rules of international law, meaning that these powers adhere to international law when it comes to their interests, or the interests of their allies, and ignore it when it contradicts those interests.The study concluded that the world today is going through a stage of dictatorship in international relations in which the United States takes over the reins at the international level, as it begins to intervene under the pretext of protecting “human rights” against developing countries. Therefore, it can be said that we live today in a state of defective international law, or internationalized American law.
