هدفت الدراسة إلى تناول أثر سياسات تعميق التصنيع المحلي في الحد من تداعيات أزمة قطاع التجارة الخارجية في مصر، وذلك بالاعتماد على المنهج الوصفي التحليلي، وقد تم التطبيق على المنطقة الصناعية بالعاشر من رمضان، باعتبارها أكبر المناطق الصناعية في مصر من حيث عدد المنشآت الصناعية، وقد تم استعراض واقع ومؤشرات قطاعي الصناعة والتجارة الخارجية في مصر، وتحديد أبرز التحديات والاختلالات الهيكلية، بالإضافة إلى جهود الحكومة المصرية لتعميق التصنيع المحلي، وتقييم التجربة المصرية في تعزيز التجارة الخارجية، ومؤشرات تقييم كفاءة التجارة الخارجية المصرية. وخلصت الدراسة إلى مجموعة من النتائج، أبرزها وجود علاقة ذات دلالة إحصائية بين تعميق التصنيع المحلي والحد من تداعيات أزمة قطاع التجارة الخارجية في مصر، حيث يساهم تعميق التصنيع المحلي في زيادة الصادرات، وتقليل الواردات، وزيادة الاستفادة من القدرات التصنيعية المحلية لمصر، وتحقيق درجة أكبر من الاستقرار الاقتصادي لتلافي تداعيات للأزمات الدولية على الاقتصاد المصري. وقد انتهت الدراسة الى تقديم رؤية مقترحة من عشر محاور تتضمن خطط تنفيذية وآليات محددة لتعظيم القيمة المضافة من تعميق التصنيع المحلي، أبرزها التحول الرقمي للقطاع الصناعي، وذلك بإنشاء منصة إلكترونية تفاعلية بهدف التشبيك الصناعي، وتدشين بوابة إلكترونية موحدة للمستثمرين، وإصلاح منظومة الأراضي الصناعية في مصر من حيث توحيد جهة الولاية على الأراضي الصناعية في مصر، بالإضافة إلى ضرورة إعداد استراتيجية متكاملة للصناعة، وخلق بيئة تشريعية مواتية، وربط التصنيع بالابتكار والبحث العلمي، وتعزيز الإجراءات ذات الصلة بدعم الأنشطة الصناعية المرتبطة بعمليات التصدير.

The study aimed to address the impact of policies to deepen local manufacturing in reducing the consequences of the foreign trade sector crisis in Egypt, relying on the descriptive analytical approach. The application was carried out on the industrial zone in the Tenth of Ramadan, as it is the largest industrial zone in Egypt in terms of the number of industrial facilities. The reality and indicators of the industrial and foreign trade sectors in Egypt were reviewed, and the most prominent challenges and structural imbalances were identified, in addition to the efforts of the Egyptian government to deepen local manufacturing, and evaluate the Egyptian experience in promoting foreign trade, and indicators for evaluating the efficiency of Egyptian foreign trade.The study concluded with a set of results, the most prominent of which is the existence of a statistically significant relationship between deepening local manufacturing and reducing the consequences of the foreign trade sector crisis in Egypt, as deepening local manufacturing contributes to increasing exports, reducing imports, increasing the benefit from Egypt’s local manufacturing capabilities, and achieving a greater degree of economic stability to avoid the repercussions of international crises on the Egyptian economy. The study concluded by presenting a proposed vision of ten axes that include executive plans and specific mechanisms to maximize the added value of deepening local manufacturing, most notably the digital transformation of the industrial sector, by creating an interactive electronic platform with the aim of industrial networking, launching a unified electronic portal for investors, and reforming the industrial land system in Egypt in terms of unifying the authority of jurisdiction over industrial lands in Egypt, in addition to the necessity of preparing an integrated strategy for industry, creating a favorable legislative environment, linking manufacturing to innovation and scientific research, and enhancing procedures related to supporting industrial activities linked to export operations.
