Project closing is crucial in construction, particularly for commercial projects, as it
involves handover of the building and closeout documents. However, these documents
are often incomplete, inaccurate, or poorly presented, impacting project success. This
information loss hinders effective decision-making during the operation and
maintenance phase, leading to increased costs and reduced building quality. Existing
research offers limited, theoretical solutions. This research aims to address this gap by
gathering best practices from industry experts and developing an automated tool based
on these recommendations. This tool assists project owners in managing the timely
delivery of complete, high-quality closeout documentation. A survey of multiple-choice
questions was distributed to registered project management consultants in Egypt.
Collected and analyzed results were used in the development of an application program
using C# and the .Net framework.

في مجال مشاريع التشييد، وخاصة في القطاع التجاري، تُعتبر مرحلة إغلاق المشاريع وتسليم المستندات النهائية مرحلة حاسمة. ومع ذلك، يُلاحظ نقص في تسليم هذه الوثائق أو ضعف جودتها، مما يؤثر سلباً على نجاح المشروع. هذا النقص في المعلومات يؤدي إلى صعوبات في اتخاذ قرارات صحيحة خلال مرحلة التشغيل والصيانة، مما يزيد من التكاليف ويقلل من جودة بيئة البناء. على الرغم من أهمية هذا الموضوع، إلا أن الحلول المطروحة في البحوث محدودة وغير عملية. لذا، يهدف هذا البحث إلى تطوير أداة آلية تساعد في إدارة عملية تسليم الوثائق النهائية بشكل كامل وفعال. لتحقيق هذا الهدف، تم جمع توصيات من خبراء الصناعة من خلال استبيان أرسل إلى استشاريي إدارة المشروعات في مصر. بعد تحليل النتائج، يتم تطوير برنامج تطبيقي باستخدام لغة C# و.Net. هذه الأداة تساعد مالكي المشاريع على ضمان تسليم وثائق كاملة وعالية الجودة في الوقت المناسب.
