التنمر هو سلوك عدواني قديم، يعود إلى بداية الخليقة، حيث كان التفاوت في القوة بين الأفراد والمجتمعات يفضي إلى استغلال الأقوى للضعفاء، كما تجسد ذلك في معصية إبليس. رغم أن التنمر كان موجودًا منذ القدم، إلا أن دراسته المنهجية بدأت في السبعينيات. في المجتمعات المعاصرة، يتسم التنمر بتطورات تعكس التغيرات القيمية والنزعة المادية السائدة، مما يزيد من صعوبة محاربته. التنمر يعد من أخطر السلوكيات التي تؤثر على تماسك المجتمع، حيث يتسبب في تحلل العلاقات الإنسانية ويؤدي إلى تشويه كرامة الضحية نفسيًا واجتماعيًا. على الرغم من أنه يحدث في سياقات متعددة، فإن التنمر الإلكتروني يمثل تطورًا جديدًا، حيث يسهل الإنترنت للمتنمر ارتكاب جريمته بعيدًا عن الأنظار وضمن جمهور واسع. هذه الظاهرة تهدد بشكل جاد حقوق الإنسان الأساسية مثل الكرامة، الشرف، الخصوصية، والأمن الشخصي. من الناحية القانونية، تتباين التشريعات بين الدول، حيث يعاقب بعضها على التنمر بشكل شامل، بينما تفرِّق أخرى بين أشكال التنمر وفقًا للسياق الاجتماعي أو المهني. جريمة التنمر تتسم بالعمومية وتعقيد التأثيرات النفسية على الضحايا، وقد تترافق مع جريمة البلطجة، مما يزيد من تعقيد المعالجة القانونية لها. العقوبات التي تتراوح بين الحبس والغرامة تختلف حسب التشريعات، وقد تشدد في حالة وجود ظروف محيطة بالجريمة. وكون التنمر جريمة متجددة في العصر الرقمي، فإن معالجة آثارها تتطلب حلولًا شاملة تأخذ بعين الاعتبار التطورات التكنولوجية والنفسية.

Bullying is an ancient aggressive behavior that dates back to the beginning of creation, where the disparity in power between individuals and societies led to the stronger exploiting the weak, as embodied in the disobedience of Satan. Although bullying has existed since ancient times, its systematic study began in the 1970s. In contemporary societies, bullying is characterized by developments that reflect the prevailing value changes and materialism, which makes it more difficult to combat. Bullying is one of the most dangerous behaviors that affect the cohesion of society, as it causes the disintegration of human relations and distorts the dignity of the victim psychologically and socially. Although it occurs in multiple contexts, cyberbullying represents a new development, as the Internet makes it easier for the bully to commit his crime out of sight and among a wide audience. This phenomenon seriously threatens basic human rights such as dignity, honor, privacy, and personal security.
Legally, legislation varies between countries, with some punishing bullying comprehensively, while others differentiate between forms of bullying according to the social or professional context. The crime of bullying is characterized by its generality and complex psychological effects on victims, and may be accompanied by the crime of bullying, which increases the complexity of its legal treatment.
Penalties, which range from imprisonment to fines, vary according to legislation, and may be increased in the event of circumstances surrounding the crime. Since bullying is a recurring crime in the digital age, addressing its effects requires comprehensive solutions that take into account technological and psychological developments.
