مع التغيرات المستمرة في البيئة الدولية والعولمة توسعت آفاق عمل الدبلوماسية لتعمل على إزالة الحواجز بين السياسة الداخلية والخارجية، وتنامي دور القوة الناعمة ليصبح العمل الدبلوماسي أحد أدواتها، ما من شأنه أن ينعكس إيجاباً في تنفيذ السياسات الخارجية، وبالتالي رفع شأن الدولة ومكانتها بين دول العالم. الدبلوماسية العامة تتّسم بالمرونة والقدرة على التشكل بصور مختلفة بحسب ما تقتضيه المصلحة العامة لأي دولة، وما تقتضيه رغبة الشعوب في تلك الدول.يتمثّل تأثير العولمة على الدبلوماسية العامة في توفير فرص جديدة للتفاهم والتعاون بين الشعوب. ويمكن للأفراد الآن أن يتعرّفوا على ثقافات مختلفة، ويشاركوا في النقاشات العالمية وتبادل الأفكار والتجارب. كما يمكن استخدام وسائل التواصل الاجتماعي والإنترنت لنشر الرسائل والقضايا المهمة بسرعة وفاعلية. بشكل عام، يمكن القول إنّ العولمة قد أدت إلى توسع مجال الدبلوماسية العامة وتعزيزها. وأصبح التواصل والتفاعل مع الجمهور العالمي أمراً أساسيّاً في استراتيجيات الدبلوماسية؛ إذ يتعيّن على الدول والمؤسسات أن يكون لديها وجود قويّ في وسائل التواصل الاجتماعي وتطوير استراتيجيات للتواصل مع الجمهور العالمي وبناء علاقات ثقة وتفاهم. ويمكننا القول إنّ تأثير العولمة على الدبلوماسية الشعبية هو مزيج من الفرص والتحديات. وإنّ الأمر يحتاج إلى جهود مشتركة من جميع الأطراف لتعزيز التفاهم والتعاون العالمي، وتحقيق السلام والاستقرار في عالم متنوع ومتصل. إنّ الحاجة لبناء دبلوماسية عامة وقوة ناعمة منظمة وفعّالة ودقيقة أصبحت ضرورية جدّاً، وبخاصة أنهما يمثلان قوة مؤثرة وحاسمة في السياسة الخارجية لأيّ دولة.

With the continuous changes in the international environment and globalization, the horizons of diplomatic work have expanded to work on removing barriers between domestic and foreign policy, and the role of soft power has grown so that diplomatic work has become one of its tools, which would positively reflect on the implementation of foreign policies, and thus raise the status and position of the state among the countries of the world. Public diplomacy is characterized by flexibility and the ability to take different forms according to what the public interest of any country requires, and what the desire of the peoples of those countries requires.The impact of globalization on public diplomacy is represented in providing new opportunities for understanding and cooperation between peoples. Individuals can now get to know different cultures, participate in global discussions, and exchange ideas and experiences. Social media and the Internet can also be used to spread important messages and issues quickly and effectively.We can say that the impact of globalization on public diplomacy is a combination of opportunities and challenges. It requires joint efforts from all parties to enhance global understanding and cooperation, and achieve peace and stability in a diverse and connected world. The need to build an organized, effective and accurate public diplomacy and soft power has become very necessary, especially since they represent an influential and decisive force in the foreign policy of any country.
