تبدأ الرسالة بفصلها الأول بالحديث عن الجزء التقني الخاص بالأساليب الفنية والطرق المستخدمة للعناصر الفنية التي اتبعها الرومان كالنحت والتصوير والمدارس التي ظهرت بالشمال الأفريقي. أما الفصل الثاني، الثالث، الرابع، الخامس والسادس فهو يحمل وصفًا توضيحيًا للمباني المدنية كل مبني علي حدة التي تشتمل علي منازل، حمامات، أسواق ومكتبات ومسارح داخل مدن الشمال الأفريقي وأهمها ليبيا، تونس، الجزائر، المغرب. وتوضيح كيفية تزيين الفنان لعناصر المبنى وتصوير مناظر رومانية وأقريقية محلية.مع دراسة كل هذه المباني مع شبيهتها في مدن داخل مصر. ثم الفصل السابع كدراسة تحليلية مقارنة لهذه العناصر الفنية في شمال أفريقيا ومقارنتها بمثيلاتها في مصر.

The letter begins with its first chapter by discussing the technical segment on the techniques and methods used for the artistic elements followed by Romans such as sculpture, wall painting, and art schools that emerged in North Africa.Chapters II, III, IV, V, and VI contain an illustrative description of the daily life buildings, including houses, bathrooms, markets, libraries, and theatres within the North African cities, most such as Libya, Tunisia, Algeria, and Morocco. Illustrating how the artist decorated the building's elements and painted local Roman and African scenes. With the study of all these buildings with similar in cities within Egypt.Chapter VII is an analysis of these technical elements in North Africa and a comparison with those in Egypt.
