إن القوة الصلبة لم تستطع وحدها مكافحة الإرهاب إلا بوجود قوة ناعمة خاصة مع تطور قدرات الجماعات الإرهابية ، فلابد من الجمع بين القوة الصلبة والقوة الناعمة من خلال التنسيق بين الأجهزة الأمنية والتشريعية والمؤسسة الدينية والإعلام والمجتمع المدني.تبنت الدولة المصرية القوة الناعمة كوسيلة لا يمكن الاستغناء عنها في استراتيجية مكافحة الإرهاب عبر المؤسسة الدينية، من خلال إصدار فتاوي تجريم العنف ومخالفته للشريعة الإسلامية، وايضا وسائل الإعلام المرئية والمسموعة والمقروءة في نشر حقائق الحرب ضد الإرهاب، وتكذيب الشائعات، والإعلان عن المجلس القومي لمكافحة الإرهاب ومؤتمرات وطنية وندوات للحد من الظاهرة، ومعالجة مسببات الإرهاب بالقضاء على الفقر والتهميش والاستبعاد والفكر المتطرف.لذلك السياسة المصرية لا تعرف موقف ثابت تجاه ظاهرة الإرهاب، بل تتغير بتغير الظروف والتهديدات والتحديات التي تواجهها ،وفى النهاية اكتسبت مصر من الحرب الناعمة على الإرهاب والتحالف الدولي ضد الإرهاب ثقل دولي ومكانة عالمية تؤكد قدراتها الناعمة والسياسية لمواجهة أي خطر يهدد أمنها، وأصبح النموذج المصري في مكافحة الإرهاب يُحتذى به وتشيد به دول العالم وتقتدى به في حربها ضد الإرهاب.

Hard power alone could not combat terrorism without the presence of soft power, especially with the development of the capabilities of terrorist groups,Hard power and soft power must be combined through coordination between the security and legislative agencies, the religious institution, the media, and civil society.The Egyptian state adopted soft power as an indispensable means in the strategy to combat terrorism through the religious establishment, by issuing fatwas criminalizing violence and its violation of Islamic law, as well as the visual, audio, and print media in spreading the facts of the war against terrorism, discrediting rumors, and announcing the National Council for Combating Terrorism. National conferences and seminars are held to reduce the phenomenon and address the causes of terrorism by eliminating poverty, marginalization, exclusion, and extremist ideology.Therefore, Egyptian policy does not have a fixed position towards the phenomenon of terrorism, but rather changes with the changing circumstances, threats and challenges it faces. In the end, Egypt gained from the soft war on terrorism and the international coalition against terrorism international weight and a global standing that confirms its soft and political capabilities to confront any threat that threatens its security, and it has become the Egyptian model. In the fight against terrorism, he is an example and the countries of the world praise him and imitate him in their war against terrorism.
