This thesis examined the discrepancy between Germany and France on the right to work for
refugees since 2011. It assessed both de jure frameworks and de facto practices of the state.
This interdisciplinary study combined legal and political economy approaches. Desk research
was supported by semi-structured interviews with key respondents. The study traced the
evolution of the right to work in international and European law. It compared national
frameworks, institutional practices, and existing barriers towards the right to work for
refugees in both countries. From a political lens, findings show that political leadership, party
dynamics, and public opinion coupled with the regional events, shaped state responses. From
a socio-economic lens, labour market needs, demographic composition and population
projections also impacted the role of both states. The thesis concludes with the suggestions
for future research on non-state actors, Global South experiences, and EU reforms regarding
the migration agenda.

تناولت هذه الأطروحة التباين بين ألمانيا وفرنسا فيما يتعلق بالحق في العمل للاجئين منذ عام 2011.درست الأطروحة الأطر القانونية الرسميةوالممارسات الفعليةللدولة.اعتمدت الدراسة البينية على الجمع بين المقاربة القانونية ومقاربة الاقتصاد السياسي.استندت إلى مراجعة مكتبية للتشريعات والأنظمة، مدعومة بمقابلات شبه مُنظمة مع مستجيبين رئيسيين.تتبعت الدراسة تطور الحق في العمل في القانون الدولي والقانون الأوروبي لحقوق الإنسان.كما قارنت بين الأطر الوطنية والممارسات المؤسسية والعوائق أمام تمتع اللاجئين بالحق في العمل في البلدين.ومن منظور سياسي، أظهرت النتائج أن القيادة السياسية، وتوازنات الأحزاب، والرأي العام، والأحداث الإقليمية شكّلت استجابات الدولتين.ومن منظور اقتصادي-اجتماعي، أثّرت احتياجات سوق العمل، والتركيبة الديمغرافية، والتوقعات السكانية على دور كل دولة.وتختتم الأطروحة بالدعوة إلى بحوث مستقبلية حول دور الفاعلين من غير الدول، وتجارب بلدان الجنوب العالمي، والإصلاحات الأوروبية المقبلة في أجندة الهجرة
