كانت اللجان الخاصة هي احدي أهم أدوات نظام الحكم الروماني خلال العصر الجمهوري، والتي ساهمت بشكل كبير في تخطيط نمط الحياة السياسية والاقتصادية والاجتماعية للرومان بشكلاً عام، وأحدثت أثراً كبيراً على المجتمع الروماني بكافة طبقاته، فقد كانت اللجنة عبارة عن هيئة مكونة من عدد غير محدد من الأعضاء يتم تحديدهم حسب الحاجة أو المهمة المكلفة بها تلك اللجان، وعلى الرغم من أن اللجان الخاصة لم تكن هيئة دائمة أو منصباً ثابتاً في الدولة الرومانية.اللجان كانت بالأهمية بمكان جعلت الرومان يلجأون للاستعانة بها كثيراً في كل جوانب حياتهم السياسية والاقتصادية والاجتماعية لتساعدهم على الخروج من الأزمات وإيجاد حلول واقعية لها، فمثلاً نجد أنهم كانوا يلجؤون لتلك اللجان لحل أزمة سياسية مع قوى كبيرة أخرى معاصرة لهم، أو لفرض وجودهم السياسي والعسكري على المسرح السياسي للعالم القديم آنذاك. نجد أنه كان يتم الاستعانة بتلك اللجان لحل مشكلات اقتصادية كبيرة كان من شأنها أن تؤدي بالاقتصاد والمجتمع الروماني، أيضاً كان للمشاريع التي أشرفت عليها تلك اللجان أثر كبير على حياة المواطن الروماني العادي الذي استفاد منها كثيراً في حياته اليومية، لذلك كان لابد من دراسة هذه اللجان الخاصة لكي يتسني لنا معرفة أثرها على المجتمع الروماني ودورها في النمو بنظام الحكم الروماني في العصر الجمهوري ووصولاً إلى ما أحدثته من تأثير كبير في طريق بناء الإمبراطورية الرومانية العظمى بعد ذلك

Special committees were among the most important instruments of the Roman system of governance during the Republican era. They played a significant role in shaping the political, economic, and social structure of Roman life in general and had a considerable impact on Roman society across all classes. A committee was a body composed of an undefined number of members, selected according to the needs of the task it was assigned. Although these committees were not permanent institutions or official positions within the Roman state, their significance was such that the Romans frequently resorted to them in various aspects of political, economic, and social life.The Romans relied on these committees to help them navigate crises and find practical solutions. For instance, committees were often formed to resolve political tensions with major contemporary powers or to assert Roman political and military presence on the international stage of the ancient world. Similarly, they were used to address serious economic issues that threatened the stability of Roman society and its economy. The projects overseen by these committees greatly affected the daily lives of ordinary Roman citizens, offering tangible benefits that improved their quality of life.Therefore, studying these special committees is essential to understanding their impact on Roman society and their role in the evolution of the Roman system of governance during the Republican era, ultimately contributing to the foundation and rise of the great Roman Empire.
