تعتبر صناعة المشاريع الإنشائية مجالًا حيويًا ومعقدًا يشهد تحديات عديدة، ومن أبرز هذه التحديات يأتي تأخر المشاريع. يعد تأخر المشاريع أمرًا لا يرغب فيه أي مهندس أو مالك مشروع، إذ يؤثر بشكل سلبي على جدولة المشروع وتكاليفه وجودته. ولذلك وجب فهم وتحليل أسباب التأخر وتطبيق إجراءات مناسبة لتجنبه وإدارته بنجاح.تهدف هذه الرسالة إلى تحليل ودراسة التأخر في المشاريع الإنشائية، من خلال تحليل الأسباب المحتملة للتأخر وتقديم مجموعة من التوصيات والإجراءات للتعامل مع هذه المشكلة بطريقة فعالة. تم تنفيذ هذه الدراسة من خلال مراجعة شاملة للأدبيات المتاحة وتحليل الدراسات السابقة في مجال إدارة المشاريع الإنشائية والتأخرات المرتبطة بها.
ومن هنا كان من المهم للباحث تسليط الضوء على أهمية تحليل اسباب التاخر في مشاريع التشييد و عمل التوصيات اللازمة لتجنب التاخر، والتحقق خلال هذه الدراسة من أن تنفيذها بالشكل الصحيح يؤدى الى تحسين أداء المشاريع بشكل ملحوظ، وذلك عن طريق إستخدام المنهج الوصفي التحليلي لكي يمكن الإحاطة بكل جوانب مشكلة الدراسة، وقد جمع الباحث البيانات التاريخية والمعلومات التي تساعد على وصف المشكلة المدروسة وتحليلها خلال تقنيات مثل العصف الذهني وغيرها بهدف الوصول إلى نتائج محددة لاختبار الفرضيات الموضوعة، وقد قام الباحث بمجموعة من المقابلات الشخصية بمكاتب إدارة المشاريع و إستعراض الكتب والدوريات والمقالات والمحاضرات والرسائل العلمية والمواقع الإكترونية والنشرات المهتمة بهذا المجال.وقد تم إعداد إستبيان وإرساله للخبراء والمختصين ومدراء المشاريع بمشروع المدينة الرياضية بالعاصمة الادارية الجديدة بمصر كعينة للدراسة وتم تجميع الردود وإجراء التحليل الاحصائي اللازم. وكان من أهم نتائج الدراسة أن تحليل اسباب التاخر في مشاريع التشييد يهدف في المقام الأول إلى تقليل التاخر وتقليص الوقت المطلوب لتنفيذه، كما أوضحت عدم صحة الفكرة السائدة عند أغلب العاملين بمجال إدارة المشاريع بأن تحليل اسباب التاخر يؤدي إلى تضييع الوقت والمال.وكان من أهم توصيات الدراسة التأكيد على أهمية تحليل اسباب التاخر في مشاريع التشييد و عمل التوصيات اللازمة لتجنب التاخر وتنفيذها بالبشكل الصحيح حيث أنها ضرورية خاصة في المشاريع الكبيرة وتخصيص جزء من ميزانية المشروع لتغطية تكاليف إدارة المخاطر، مع ضرورة الاستعانة بفرق عمل يتم تأهيلها في مجال إدارة المخاطر، مع ضرورة تطبيق ممارسة فعالة ومنظمة لإدارة المخاطر في المرحلة المبكرة من المشروع وطوال دورة حياة المشروع وبمشاركة جميع فريق المشروع.واقترحت هذه الدراسة بضرورة نشر الوعي بدور وأهمية تحليل اسباب التاخر في مشاريع التشييد و عمل التوصيات اللازمة لتجنب التاخر لجميع العاملين في المشروع، وتأهيل وتطوير الكوادر الهندسية في مجال تحليل وإدارة المخاطر من خلال الدوارت التعليمية والتأهلية للمهندسين بغرض تطبيقها والاستفادة منها في مشاريع التشييد.

The construction projects industry is a vital and complex field that faces many challenges, the most prominent of which is project delays. Project delays are something no engineer or project owner wants, as they negatively impact project scheduling, costs, and quality. Therefore, it is necessary to understand and analyze the causes of delay and apply appropriate procedures to avoid and manage it successfully.
This thesis aims to analyze and study delays in construction projects, by analyzing the possible causes of delays and presenting a set of recommendations and procedures to deal with this problem in an effective manner. This study was carried out through a comprehensive review of the available literature and analysis of previous studies in the field of construction project management and associated delays.Hence, it was important for the researcher to highlight the importance of analyzing the causes of delays in construction projects and make the necessary recommendations to avoid delays, and to verify during this study that their correct implementation leads to significantly improving the performance of projects, by using the descriptive analytical approach in order to be able to understand In all aspects of the study problem, the researcher collected historical data and information that helped describe the studied problem and analyzed it through techniques such as brainstorming and others with the aim of reaching specific results to test the established hypotheses. The researcher conducted a series of personal interviews in project management offices and reviewed books, periodicals, articles, lectures and letters. Scientific websites, websites, and publications interested in this field.A questionnaire was prepared and sent to experts, specialists and project managers in the Sports City project in the New Administrative Capital in Egypt as a sample for study. The responses were collected and the necessary statistical analysis was performed. One of the most important results of the study was that analyzing the causes of delay in construction projects aims primarily to reduce delay and reduce the time required for its implementation. It also demonstrated the incorrectness of the prevailing idea among most workers in the field of project management that analyzing the causes of delay leads to a waste of time and money.One of the most important recommendations of the study was to emphasize the importance of analyzing the causes of delay in construction projects and to make the necessary recommendations to avoid delay and implement them correctly, as they are necessary, especially in large projects, and to allocate a portion of the project budget to cover the costs of risk management, with the necessity of hiring work teams that are qualified in the field of risk management. Risks, with the need to implement an effective and organized risk management practice at the early stage of the project and throughout the project life cycle and with the participation of all the project team.This study suggested the necessity of spreading awareness of the role and importance of analyzing the causes of delays in construction projects, making the necessary recommendations to avoid delays for all project workers, and qualifying and developing engineering cadres in the field of risk analysis and management through educational and qualifying courses for engineers for the purpose of applying and benefiting from them in construction projects.
