يحظى موضوع السياسة الخارجية باهتمام متزايد واسع النطاق من قبل المفكرين والأكاديميين بحقل العلوم الاجتماعية وتحديدًا العلوم السياسية؛ فضلًا عن اهتمام النخب القيادية والمؤسسات الرسمية بموضوع السياسة الخارجية لما له من تماس شديد وعلاقة وثيقة بفهم والتعرف على العديد من مجريات ومستجدات السياسة الدولية والإقليمية.ويمكن القول بأن أهمية السياسة الخارجية تنبع من كونها الأداة المعبرة عن توجهات وسلوكيات الدول على الصعيد الخارجي؛ فالسياسة الخارجية تساهم في فهم هذه التوجهات وكذلك فهم علاقاته مع الدول الأخرى، كما تُمكّن من فهم الاستراتيجيات القومية للدول تجاه بيئاتها الخارجية ومدى نفوذ وحجم أدوارها الخارجية، وأيضًا معرفة أسباب ضعف أدوار دول أخرى في علاقاتها مع باقي الدول، ولهذا تأتي أهمية التطرق إلى موضوع السياسة الخارجية لدولة ما وبخاصة إذا ما كانت هذه الدولة تحظى بأهمية استراتيجية وتتمتع بدورًا محوريًا على الصعيدين الإقليمي والدولي.وتتجلى أهمية هذه الدراسة في سعيها إلى تقديم تحليل شامل ومتكامل لسياسات المملكة العربية السعودية تجاه دول شرق أفريقيا منذ انتهاء الحرب الباردة، من خلال التركيز على الأبعاد الاستراتيجية لهذه السياسات، وتفكيك التفاعلات التي تربط بين أمن البحر الأحمر وتوجهات السياسة الخارجية السعودية، كما تسعى الدراسة إلى إبراز الكيفية التي تكيّفت بها المملكة مع المتغيرات في موازين القوى الدولية، والصراعات الإقليمية، وتحديات الأمن البحري، بما يُمكّن من فهم أعمق لديناميكيات السياسة الخارجية السعودية في بيئة جيوسياسية تشهد إعادة تشكيل مستمر.

The topic of foreign policy has received increasing and widespread attention from thinkers and academics in the field of social sciences, specifically political science. This is in addition to the interest of leading elites and official institutions in the subject, given its close connection and close relationship to understanding and learning about many of the developments and events in international and regional politics. It can be said that the importance of foreign policy stems from its being the tool that expresses the orientations and behaviors of states on the international level. Foreign policy contributes to understanding these orientations and their relations with other states. It also enables us to understand the national strategies of states regarding their external environments and the extent and scope of their foreign roles. It also enables us to understand the reasons for the weakness of the roles of other states in their relations with other countries. Therefore, it is important to address the topic of a state's foreign policy, especially if that state enjoys strategic importance and plays a pivotal role at the regional and international levels. The importance of this study lies in its attempt to provide a comprehensive and integrated analysis of the Kingdom of Saudi Arabia's policies toward East African countries since the end of the Cold War. This analysis focuses on the strategic dimensions of these policies and deconstructs the interactions that link Red Sea security to Saudi foreign policy orientations. The study also seeks to highlight how the Kingdom has adapted to changes in the international balance of power, regional conflicts, and maritime security challenges, enabling a deeper understanding of the dynamics of Saudi foreign policy in a geopolitical environment that is constantly reshaping.
