One of the most critical decisions that have to be made by contractor firms is whether to bid or not to bid for a project . This study focuses on the roads sector in Egypt . It targets large and medium - sized road main contractors ; in other words , 1st , 2nd and 3rd class contractors ( paid - in capital ranges from 2 - 10 million L. E. ) classified under the category " Road , bridges , railways , airports and tunnels " according to the Egyptian Federation for Construction and Building Contractors ( EFCBC ) classification
