<br/><br/> This research focuses on studying the effect of Portfolio Management Offices (PMOs) in enhancing the efficiency of infrastructure projects. The research aims to evaluate the impact of PMOs on project implementation and outcomes, using a practical example from the projects of the National Water Company (NWC) in the Kingdom of Saudi Arabia.<br/>The study is limited to the interval of time between 2017 to 2023 and is geographically confined to the Tabuk region in the northern of the Kingdom of Saudi Arabia. This region includes significant projects in the Middle East, such as the NEOM and Read Sea projects. The researcher employed a questionnaire as the primary tool for collecting opinions, comprising 20 items distributed among participants, including PMO managers, project managers from the National Water Company (owner), contractors, and supervisory consulting staff. The collected data were analyzed using the Statistical Package for the Social Sciences (SPSS). The data collection method utilized an online approach, specifically using Google Forms to create the questionnaire link.<br/>The study's results validated the hypotheses and confirmed a statistically significant impact of PMOs on improving project efficiency in the infrastructure sector of the National Water Company. PMOs play a crucial role in enhancing project planning, resource allocation, and progress monitoring through effective coordination and guidance. Additionally, PMOs facilitate knowledge exchange, training, and development opportunities for project personnel, leading to improved project management capabilities.<br/>Based on the study's findings, recommendations are presented to enhance the role of PMOs within the National Water Company. These recommendations include promoting collaboration among different departments, enhancing communication and coordination, and investing in training programs to further improve project management skills.<br/>The researcher also advocates for promoting open dialogue and regular workshops to deepen the understanding of PMOs and facilitate knowledge exchange. It is further recommended to choose the appropriate PMO model and methodology based on the project's nature and scale. Additionally, governmental entities responsible for PMO development, engineering firms, contracting companies, and organizations should establish strict guidelines and procedures for the qualification and development of engineering offices and contracting companies in project management, encompassing both technical and managerial aspects.<br/>In conclusion, this research highlights the significance of PMOs in improving project efficiency within infrastructure projects. By implementing the recommended measures, organizations can maximize the effectiveness of PMOs, ultimately leading to successful project outcomes and improved overall performance.  يتمحور هذا البحث في دراسة دورمكاتب إدارة المحافظ (PMOs) في تعزيز كفاءة مشاريع البنية التحتية، ويهدف البحث إلى تقييم تأثير مكاتب إدارة المحافظ على تنفيذ المشاريع ونتائجها، وذلك على كمثال تطبيقى على مشاريع شركة المياة الوطنية  (NWC)في المملكة العربية السعودية.<br/>ولقد اقتصرت هذه الدراسه فى حدودها الزمانيه على الفترة من عام 2017 وحتى عام 2023 ميلاديا وذلك فى حدود منطقة تبوك شمال المملكه العربيه السعوديه  كحدود مكانيه ، حيث يقع أهم وأكبر المشاريع بمنطقة الشرق الأوسط مثل مشروع نيوم والبحر الأحمر ، وقد اختار الباحث الاستبانة كأداة أساسية لجمع الآراء للإستبيانه المكونه من 20 بندا موزعة بين المشاركين من مديرى مكتب إدارة المحافظ (PMO) ومديري مشاريع شركة المياة الوطنية (المالك) والمقاولون وطاقم إستشاري الإشراف ، وتم تحليل الإستبيانه بإستخدام الحزم الإحصائية للعلوم الاجتماعية (SPSS)  و كانت طريقة جمع البيانات المستخدمة هي النهج عبر الإنترنت وتحديدًا استخدام نماذج جوجل لإنشاء رابط الاستبيان.<br/>إكتشفت النتائج لهذه الدراسة صحة الفرضيات واكدت على وجود أثر ذي دلالة إحصائية بين مكاتب ادارة المحافظ وتحسين كفاءة المشاريع وأن مكاتب إدارة المحافظ تلعب دورًا حاسمًا في تحسين كفاءة المشاريع في قطاع البنيه التحتيه بشركة المياة الوطنيه وذلك من خلال التنسيق والتوجيه الفعالين ، وتعزز مكاتب إدارة المحافظ تخطيط المشاريع وتخصيص الموارد ومراقبة التقدم، بالإضافة إلى ذلك، تسهل مكاتب إدارة المحافظ تبادل المعرفة والتدريب وفرص التطوير لموظفي المشاريع، مما يؤدي إلى تعزيز قدرات إدارة المشاريع.<br/>استنادًا إلى نتائج هذه الدراسة، تم تقديم توصيات لتعزيز دور مكاتب إدارة المحافظ داخل شركة المياة الوطنية، ويشمل ذلك تعزيز التعاون بين مختلف الإدارات، وتعزيز التواصل والتنسيق، والاستثمار في برامج التدريب لتعزيز مهارات إدارة المشاريع بشكل أكبر.<br/>ينصح الباحث أيضًا بتعزيز الحوار المفتوح والورش المنتظمة لتعميق فهم مكاتب إدارة المحافظ وتسهيل تبادل المعرفة، كما يُوصى باختيار نموذج و منهجية إدارة المحافظ المناسبين بناءً على طبيعة المشروع وحجم، بالإضافة إلى ذلك، يجب على الجهات الحكومية المسؤولة عن تطوير مكاتب إدارة المحافظ، والشركات الهندسية، وشركات المقاولات، والمنظمات وضع إرشادات وإجراءات صارمة للتأهيل والتطوير المناسبين للمكاتب الهندسية وشركات المقاولات في إدارة المشاريع، بما يشمل الجوانب الفنية والإدارية.<br/>فى الختام، يسلط هذا البحث الضوء على أهمية مكاتب إدارة المحافظ في تحسين كفاءة المشاريع ضمن مشاريع البنية التحتية وذلك من خلال تنفيذ التدابير الموصى بها، ويمكن للمؤسسات تعظيم فعالية مكاتب إدارة المحافظ، مما يؤدي في النهاية إلى تحقيق نتائج مشاريع ناجحة وتحسين الأداء العام.
