<br/><br/> تتناول الرسالة دراسة تحليلية عن ظاهرة اللجوؤ في القرن الأفريقي وأسبابها وما يتعرض له اللاجئين من مشكلات سياسية وأمنية واقتصادية واجتماعية وثقافية في ظل الحماية الأممية وفي إطار القانون الدولي وفي ظل جهود الأمم المتحدة في حماية اللاجئين بالقرن الأفريقي. وتدور إشكالية الدراسة حول تحليل وتفسير الفجوة بين النظرية والتطبيق في مسألة حماية اللاجئين وإلى أي مدى نجحت الأمم المتحدة في القياك بدورها في توفير حماية فعالة للاجئين في منطقة القرن الأفريقي بعد الحرب الباردة.  The thesis deals with an analytical study of the phenomenon of asylum in the Horn of Africa and its causes and the political, security, economic, social and cultural problems that refugees are exposed to under international protection and within the framework of international law and in light of the United Nations' efforts to protect refugees in the Horn of Africa. The problem of the study revolves around analyzing and interpreting the gap between theory and practice in the issue of refugee protection and to what extent the United Nations has succeeded in playing its role in providing effective protection for refugees in the Horn of Africa region after the Cold War.
