This study examines the extent to which public sector reforms implemented in Burundi since 2005 have contributed to national integration, a period marked by the restoration of democratization after years of civil conflict. The research is driven by two primary objectives: first, to assess the impact of these reforms on fostering unity among diverse social groups, and second, to analyze the mechanisms and strategies adopted by the Burundian government to achieve such reforms. The findings reveal that the reforms were primarily grounded in a political compromise based on power-sharing between former rebel groups and the incumbent government, a process strongly influenced by international mediation, notably by South Africa and Tanzania. This compromise materialized through the disarmament and demobilization of rebel forces and their subsequent integration into the national army. Mechanisms such as reintegration programs, military training, and early retirement schemes were adopted to ensure the transformation of the army from a mono-ethnic institution into a multi-ethnic and inclusive force. This security sector reform became the cornerstone of broader public sector reforms, influencing other sectors including civil service and the management of state-owned enterprises. The study further notes that the reforms drew inspiration from Arend Lijphart’s theory of consociational democracy, which advocates for power-sharing among segmented groups to maintain stability in divided societies. However, the application of this theory in Burundi was partial and adapted to local realities. While proportionality remained the guiding principle, deviations occurred during the 2005 legislative elections, reflecting the political elites’ pragmatic approach to sustaining peace rather than rigidly adhering to theoretical models. Moreover, the research underscores the significance of the 2000 Arusha Peace Agreement in laying the foundation for inclusivity through legally mandated quotas: 60% representation for Hutus, 40% for Tutsis, at least 30% women participation, and co-optation of the Twa minority. The inclusion of all major ethnic groups in the first government after democratization reinforced the sense of belonging and hope among previously marginalized communities. These institutional arrangements and reforms collectively enhanced social cohesion, mitigated the risks of renewed conflict, and contributed to the consolidation of national unity. In conclusion, the Burundian experience demonstrates that comprehensive public sector reform, anchored in security sector transformation and inclusive governance, can serve as an effective instrument for post-conflict national integration.
