The impact of central bank initiatives on mortgage finance in the arab republic of egypt : A case study of the arab international bank / 2024. 85 ورقة : إيضاحيات ؛ 30 سم. + CD. text rda content Unmediated rdamedia volume rdacarrier أطروحة (دكتوراه)-جامعة القاهرة، 2024. ببليوجرافيا: صفحات 81-82. إن التمويل العقاري يعانى من بعض المشكلات والتي منها عدم إقبال الأفراد كثيرا على البنوك للإستفادة من التمويل منها بسبب الفوائد حيث أن مسألة حرمة أو عدم حرمة هذه الفوائد من الناحية الدينية مازالت محل جدل، كما أن نظام التمويل العقاري يعد نظاما جديدا علينا لا نعرف تبعاته وخاصة أنه فى الفترة الأخيرة كان السبب الرئيسي فى إنهيار البورصات العالمية وإفلاس البنوك، كما حدث في الأزمة العالمية عام 2007 بسبب التمويل العقاري وكذلك نظام التوريق والذى يعنى (قيام الجهات المالية بمنح قروض عقارية للأفراد مقابل سندات ضمان وتباع هذه السندات لجهة أخرى) مما نتج عنه بيع العقار الواحد لأكثر من جهة ومن هنا حدثت الأزمة، إن التمويل العقاري أحد الطرق والقنوات المتاحة محددة الهدف، كما أن عقد التمويل العقاري ليس عقد قرض بل هو إتفاق بين المالك والمشتري وبين جهة التمويل وبائع العقار، وهناك موازنة بين إلتزامات المستثمر وإلتزامات جهة التمويل، حيث إنها صيغة جديدة تبتعد عن عملية الإقتراض، حيث يعرف التمويل العقاري بأنه تمويل المستثمرين سواء أشخاص طبيعيين أو إعتباريين للإستثمار في إقتناء العقارات السكنية والإدارية والخدمية والتجارية وذلك بضمان حق الإمتياز علي العقار أو رهنه رهنا رسميا أو غير ذلك من الضمانات التي يقبلها الممول طبقا للقواعد والإجراءات القانونية المنظمه وقد هدفت أثر التقييم العقاري علي الإقتصاد والتي تكمن أهميته كأساس في احتساب القيمة الأساسية للممتلكات، سواء لعمليات التمويل، أو دراسات الجدوى الاقتصادية، فإن له آثاره الإيجابية على الوضع الإقتصادي للمجتمع مع رفع مستوى جودة تصنيف القروض وتحفيز نشاط التمويل الاستثماري على حساب التمويل الاستهلاكي وبيان أثر مبادرات البنك المركزي علي نمو نشاط التمويل العقاري وأثر التمويل العقاري في حل المشاكل السكنية وعلاقتها بحل المشاكل الإجتماعية، وقد أظهرت النتائج الدراسة وجود علاقة ذات دلالة إحصائية بين تطور القطاع العقارى و نشاط التمويل العقاري عند مستوى ثقة 99%، وقد بلغت قيمة الارتباط 0.841، وهو ارتباط إيجابي قوي جداً وأظهرت ايضا النتائج وجود علاقة ذات دلالة إحصائية بين تحسين جودة الحياة و نشاط التمويل العقاري عند مستوى ثقة 99%، وقد بلغت قيمة الارتباط 0.884 كما أظهرت النتائج وجود علاقة ذات دلالة إحصائية بين تحسين مستوى الخدمات البنكية و نشاط التمويل العقاري عند مستوى ثقة 99%، وقد بلغت قيمة الارتباط 0.900، وهو ارتباط إيجابي قوي وأظهرت النتائج وجود علاقة ذات دلالة إحصائية بين الميزة التنافسية و نشاط التمويل العقاري عند مستوى ثقة 99%، وقد بلغت قيمة الارتباط 0.947، وهو ارتباط إيجابي قوي جداً Real estate financing suffers from some problems, including the lack of people’s interest in banks to benefit from financing from them because of the interest, as the issue of whether or not these interests are forbidden from a religious standpoint is still a matter of controversy.
