The construction industry worldwide, and particularly in the Kingdom of Saudi Arabia, has experienced a significant increase in project scale and complexity, driven by mega projects, Saudi Vision 2030 initiatives, and accelerated project delivery schedules. This rapid development has led to a higher frequency of construction claims arising from scope variations, time delays, overlapping responsibilities, and complex contractual conditions. Consequently, construction claims have become an inevitable aspect of project execution, making effective claims management a critical factor for project success. The research problem is represented by the evident weakness in construction claims management practices, which often results in the failure or partial success of claims that are contractually valid. Despite the existence of clear contractual entitlement, many claims do not achieve their intended outcomes due to challenges encountered during the different stages of the claims management process. These challenges include deficiencies in claim identification, delays or shortcomings in notification, inadequate documentation, weak examination and analysis, as well as ineffective claim presentation and negotiation. As a result, a clear gap emerges between claim entitlement and claim success. This study aims to analyze the challenges of construction contract claims management in the Kingdom of Saudi Arabia and to statistically measure the impact of each claim management stage Identification, Notification, Documentation, Examination, Presentation, and Negotiation on claim success. To achieve this objective, the study adopted a descriptive analytical approach supported by a field study. A structured questionnaire was designed and distributed to professionals working in the Saudi construction industry. The collected data were analyzed using the Statistical Package for Social Sciences (SPSS), applying reliability and validity tests, correlation analysis, and multiple linear regression models to test the study hypotheses. The study results revealed statistically significant positive relationships between all dimensions of claims management and claim success, confirming the importance of systematic and well-structured claim management practices. Furthermore, the results of the multiple linear regression analysis indicated that Documentation, Presentation, and Negotiation are the most influential stages affecting claim success. These findings emphasize that strong documentation, effective claim presentation, and professional negotiation practices are the key factors in transforming contractual entitlement into actual claim recovery. Based on the findings, the study recommends adopting a proactive and integrated approach to construction claims management. This includes establishing dedicated claims management units from the early stages of the project, implementing integrated digital claim management systems, enhancing training in contract administration and FIDIC-based claims, and strengthening claim presentation and negotiation skills. In addition, the study highlights the importance of utilizing advanced technologies such as Building Information Modeling (BIM) and Artificial Intelligence (AI) for predictive claim risk analysis and calls for the establishment of a national governance and ethical framework to regulate construction claims management practices in Saudi Arabia. تشهد صناعة التشييد على المستوى العالمي، وبصورة خاصة في المملكة العربية السعودية، تصاعدًا ملحوظًا في حجم وتعقيد المشاريع، مدفوعًا بالمشاريع الكبرى ورؤية المملكة 2030 وتسارع وتيرة التنفيذ. وقد أدى ذلك إلى زيادة احتمالية نشوء المطالبات التعاقدية، نتيجة لتغير نطاق الأعمال، والتأخيرات الزمنية، وتداخل المسؤوليات، وتعقيد الشروط التعاقدية. وأصبحت إدارة المطالبات عنصرًا حاسمًا في نجاح المشاريع، لما لها من أثر مباشر على تحقيق العدالة التعاقدية، وضبط التكاليف، والحفاظ على استمرارية العلاقات بين أطراف العقد. وتتمثل مشكلة البحث في وجود ضعف ملحوظ في كفاءة إدارة مطالبات عقود التشييد، الأمر الذي يؤدي في كثير من الحالات إلى عدم نجاح مطالبات مشروعة من الناحية التعاقدية، أو قبولها جزئيًا، رغم توفر أساس تعاقدي واضح. ويرجع ذلك إلى تحديات متعددة تواجه مراحل إدارة المطالبة، تشمل ضعف آليات تحديد المطالبة، والتأخير أو القصور في الإخطار، وعدم كفاية التوثيق، وضعف الفحص والتحليل، إلى جانب قصور مهارات العرض والتفاوض، مما يخلق فجوة بين أحقية المطالبة ونجاحها الفعلي. وتهدف هذه الدراسة إلى تحليل التحديات التي تواجه إدارة مطالبات عقود التشييد في المملكة العربية السعودية، وقياس أثر كل مرحلة من مراحل إدارة المطالبة على نجاح المطالبات بصورة إحصائية منهجية. ولتحقيق هذا الهدف، اعتمدت الدراسة على المنهج الوصفي التحليلي، مدعومًا بدراسة ميدانية، حيث تم تصميم استبانة وُزعت على عينة من المتخصصين والعاملين في قطاع التشييد بالمملكة. وقد جرى تحليل البيانات باستخدام برنامج التحليل الإحصائي SPSS، مع تطبيق اختبارات الثبات والصدق، وتحليل الارتباط، ونموذج الانحدار الخطي المتعدد لاختبار فرضيات الدراسة. وأوضحت نتائج الدراسة وجود علاقات ارتباط موجبة ذات دلالة إحصائية بين جميع أبعاد إدارة المطالبات ونجاح المطالبات، بما يعكس الأهمية المحورية للإدارة المنهجية للمطالبة عبر مراحلها المختلفة. كما كشفت نتائج نموذج الانحدار الخطي المتعدد أن مراحل التوثيق، والعرض، والتفاوض تُعد العوامل الأكثر تأثيرًا وحسمًا في تحقيق نجاح المطالبات، بما يؤكد أن جودة بناء المطالبة وطريقة تقديمها والتعامل التفاوضي بشأنها تشكل الركيزة الأساسية لتحويل الحق التعاقدي إلى تعويض فعلي. وفي ضوء النتائج المتحصل عليها، أوصت الدراسة بضرورة تبني نهج استباقي ومتكامل لإدارة المطالبات، من خلال إنشاء وحدات متخصصة لإدارة المطالبات منذ المراحل المبكرة للمشروع، وتطبيق منصات رقمية متكاملة لإدارة وتوثيق المطالبات، وتعزيز التدريب المتخصص في الإدارة التعاقدية وعقود الفيديك، إلى جانب تطوير مهارات العرض والتفاوض. كما أكدت الدراسة على أهمية توظيف التقنيات الحديثة مثل نمذجة معلومات البناء (BIM) والذكاء الاصطناعي في التنبؤ بمخاطر المطالبات، ودعت إلى وضع إطار وطني حكومي وأخلاقي ينظم إجراءات المطالبات في قطاع التشييد بالمملكة العربية السعودية.
