This study explores how historical legacies, political dynamics, and institutional structures influence the evolving approaches to multiculturalism in the Netherlands and Germany. Although shaped by different colonial and migration histories, both countries show a tendency to prioritize integration models that lean toward assimilation, particularly within education and citizenship policies. Through a qualitative study, using frameworks such as Kymlicka’s multiculturalism, Social Identity Theory, Integrated Threat Theory, and postcolonial perspectives, the analysis highlights the gap that often emerges between policy intentions and the everyday experiences of Syrian immigrants. Assessments of multicultural indices suggest that formal policy scores may not fully reflect practical implementation or immigrants’ perceptions of belonging. Overall, the study indicates that more consistent and inclusive policy application will be essential to strengthening integration outcomes and fostering a more cohesive and pluralistic society. تنظر هذه الدراسة فى كيف تؤثر الإرث التاريخية، والديناميات السياسية، والبُنى المؤسسية في تطوّر مقاربات التعددية الثقافية في كلٍّ من هولندا وألمانيا. فعلى الرغم من اختلاف السياقات الاستعمارية وتاريخ الهجرة في البلدين، إلا أنهما يميلان إلى تبنّي نماذج دمج تقترب من الانصهار فى الثقافة المضيفة، خاصة في سياسات التعليم والمواطنة. تستخدم الدراسة منهجية نوعية وتستند إلى أطر نظرية مثل التعددية الثقافية لدى كيمليكا، ونظرية الهوية الاجتماعية، ونظرية التهديد المتكامل، والمنظور ما بعد الاستعماري.أظهرت نتائج الدراسة الفجوة ما بين أهداف السياسات والتجارب اليومية للاجئين السوريين. كذلك تشير تقييمات مؤشرات التعددية الثقافية إلى أن الدرجات المعطاة للسياسات الرسمية فيما يخص سياسات التعددية الثقافية فى البلدين قد لا تعكس دائماً التطبيق العملي أو إحساس المهاجرين بالانتماء. وعليه، تُظهر الدراسة أن تطبيق السياسات بشكل أكثر اتساقاً وشمولاً سيكون ضرورياً لتعزيز نتائج الاندماج ودعم بناء مجتمع أكثر تماسكاً وتعدّدية. specialized by Manar Mohammed Abul Qasem Hafez Ahmed ; Supervised Dr. Nahed Ezzeldeen.
