تناولت هذه الرسالة الضمانات التي يتمتع بها المحكوم عليه أثناء تنفيذ العقوبة وتناولت ملخصًا تاريخيًّا للجريمة والسجون في العصور القديمة، والعصور الوسطى، والإسلام، والعصر الحديث. كما تناولت الأطروحة الضمانات التي يتمتع بها المحكوم عليه خلال مدة تنفيذ العقوبة. وفي المجتمعات البدائية وبعد قيام الدولة تناولت الرسالة أيضًا السجون والنزلاء في الطوائف القديمة وفي الديانات السماوية، الديانة اليهودية، والديانة المسيحية، والديانة الإسلامية. من خلال بيان أساليب العقاب المختلفة في الديانات الثلاثة. مما يظهر الفرق في الأساليب العقابية ومدى الاهتمام بها.ولعب الدين المسيحي دورًا كبيرًا في تطبيق العقوبة، كما استخدمه الكهنة لتحقيق الإصلاح والتقويم ورفض الاحتقار والوحشية. وقد قدم الإسلام العديد من الضمانات للمدانين، والتي استقت منها الكثير من الاتفاقيات والمعاهدات والمواثيق الدولية نصوصها وموادها.وقد تناول البحث بعمق وتفصيل التشريعات الحديثة ووسائل تطوير تنفيذ العقوبة بعد ظهور المبادئ العقابية التي لعبت دورًا مهمًّا في تطوير تنفيذ العقوبة وضمانات وحقوق النزلاء . وتقديم كافة أنواع الرعاية سواء الصحية أو الاجتماعية أو التعليمية، بعد ظهور الاتجاهات الحديثة التي تدعو إلى الحفاظ على حرية الإنسان وكرامته بشكل عام وكرامة النزيل أثناء تنفيذ عقوبته، وهو ما انعكس بدوره في المواثيق والاتفاقيات الدولية مثل إعلان حقوق الإنسان، وقواعد نيلسون مانديلا، والقواعد والمذاهب الفكرية المعاصرة التي اعتمدتها العديد من التشريعات الوطنية. This letter addressed the guarantees that the convict enjoys during the execution of the sentence. It provided a historical summary of crime and prisons in ancient times, the Middle Ages, Islam, and the modern era.
