Engineering professional consulting as a service based industry is crucial for the development as they provide practical solutions for several entities such as institutions, industries, and construction projects. This research introduce risk based model as a tool for improving management of engineering processes of consultation service. Preliminary risk assessment model (PRA) is adopted as tool for identifying, evaluating and handling all risks to bring undesired events, in life or in business, to acceptable or tolerable values. The model aligned with the traditional five steps of risk management, as it commenced by functional analysis for the studied system, and hazards identification. PRA model present additional step here, which is prioritizing the interaction between hazards and vulnerable elements of the system to focus on hazardous situations which need immediate decision of analysis. Afterwards, the model is analyzing risk scenarios which are generated from hazardous situations. Finally, PRA is providing preventive and protective measures for unacceptable risks. The model is semi-quantitative as it allows for identifications scales for risk evaluation parameters (probability of occurrence of top event and severity of its consequences).
