لقد تم تناول هذه الدراسة من خلال المنهجين الوصفي والتحليلي، حيث تم وصف وتحليل الفساد الإداري من حيث وصف وتحليل مناهجه، وآثاره، وعوامله، وكذلك وصف التدابير الوقائية وتحليل طبيعتها القانونية والفلسفية، وظل هذان المنهجان ساريين حتى نهاية الدراسة، وذلك بوصف كافة التدابير الدولية والتشريعية والدستورية والقضائية والإدارية، في ضوء اتفاقية الأمم المتحدة لمكافحة الفساد، والتشريعات المصرية الجنائية والإدارية.
كما تم التطرق لكافة أشكال الفساد الإداري التي يأتي بها الموظف العام، سواء في شكل مخالفات إدارية، أو جرائم جنائية، وذلك لإجلاء مدى الارتباط الوثيق بين المخالفات الإدارية والجرائم الجنائية، للوقوف على الثغرات التي تعوق تلك التدابير عن أداء وظيفتها على الوجه الأكمل في مكافحة الفساد الإداري، وقد تم ذلك بإجلاء مدى خطورته على الجهاز الإداري بالدولة، والمتمثل في مخالفة التشريعات واللوائح والتعليمات بما ينال من هيبة وكرامة الوظيفة العامة، ومما يؤثر بالسلب على الخدمات العامة المقدمة للمواطنين.لذا تم مناقشة الوسائل والأساليب والآليات الوقائية لمكافحة الفساد الإداري بشتى صورها لمجابتهته، لاسيما وأنه يمثل عقبة أمام تقدم ونمو المجتمعات، نظرًا لانعكاساته السلبية على كافة الأصعدة، إلا أنه تم التركيز والتعمق من خلال هذه الدراسة في تحليل ووصف تلك الانعكاسات على الصعيد الإداري، باعتباره أحد أهم دعائم مقومات الدولة.

This study utilized descriptive and analytical methodologies to scrutinize administrative corruption. It involved a comprehensive examination of the methods, impacts, and contributing factors associated with administrative corruption, alongside a discussion of preventive strategies and an analysis of their legal and philosophical underpinnings. These two methodologies were consistently applied throughout the study, encompassing a thorough review of international, legislative, constitutional, judicial, and administrative measures, particularly in the context of the United Nations Convention against Corruption and relevant Egyptian criminal and administrative legislation.All varieties of administrative corruption perpetrated by public officials were also addressed, including administrative violations or criminal offenses. This approach aimed to elucidate the intricate relationship between these two categories of misconduct, thereby identifying the gaps that hinder the effectiveness of measures designed to combat administrative corruption to the fullest extent. By highlighting the severity of this danger for the state's administrative apparatus—manifested through breaches of laws, regulations, and directives—this analysis underscores the detrimental impact on the integrity and respect associated with public office, as well as the adverse effects on the quality of public services provided to citizens.
