يهدف البحث إلى التعرف على الإطار الفکري لإدارة المخاطر في المؤسسات التعليمية والتدريبية ، وتشخيص واقع إدارة المخاطر في مراكز التدريب والتوصل إلى تصور مقترح لتحقيق فاعلية إدارة المخاطر بناء على ضوء مؤشرات معايير الجودة، وبخاصَّة معيار إدارة المخاطر واستمرارية الأعمال ، ولقد اعتمد البحث الحالي على المزج بين المنهج التحليلي والمنهج الإحصائي ، حيث يتم الإعداد لمواجهة وإدارة المخاطر والأزمات الأخذ بعدة إعتبارات من مختلف الزوايا . وتم إجراء اتصالات مفتوحة مع مسؤولي إدارة المخاطر بعدة مراكز تدريبية في عدة دول بالوطن العربي بغرض معرفة آرائهم حول ملامح إدارة المخاطر بالنسبة لمراكز التدريب خلال الأزمات التي تعرضت لها هذه المراكز التدريبية في ظل جائحة فيرس كورونا المستجد (Coved-19) .وذلک نظرًا لکونهم أکثر معرفة ودراية بسياسات وإجراءات إدارة المخاطر التي واجهتها مراكز التدريب خلال الجائحة ، وتوصل هذا البحث في نتائجه إلى أن أهم عوامل نجاح تطبيق إدارة المخاطر في مراكز التدريب تتمثَّلُ في جعل إدارة المخاطر ذات أولوية مؤسسية، ودعم الإدارة العليا لها، ودمج إدارة المخاطر في الثقافة المؤسسية، وإنشاء بِنْيَةٍ فعالة لإدارة المخاطر، وإعداد خطة استراتيجية لإدارة المخاطر، وبناء نُظُمِ المعلومات الفعالة، وتشکيل فرق العمل، والتطوير المستمر لمنظومة إدارة المخاطر بالمؤسسات التعليمية والتدريبية ، ولقد تَوَصَّلَ البحث الحالي إلى تَصَوُّر مُقْتَرَح لتحقيق فاعلية إدارة المخاطر من خلال الالتزام بمؤشرات معيار إدارة المخاطر واستمرارية الأعمال.

The research aims to explore the theoretical framework of risk management in educational and training institutions, diagnose the current state of risk management in training centers, and develop a proposed model to enhance the effectiveness of risk management based on quality standards, particularly the Risk Management and Business Continuity standard.The study adopts a combination of analytical and statistical methodologies, considering multiple perspectives in preparing for and managing risks and crises.Open communications were conducted with risk management officials from various training centers across several Arab countries to gather their insights on risk management approaches in training centers during crises, particularly those faced during the COVID-19 pandemic.
Since these officials have extensive knowledge and expertise in risk management policies and procedures applied in training centers during the pandemic, their input was crucial in shaping the study's findings.The research concludes that the key factors for the successful implementation of risk management in training centers include:•Prioritizing risk management as an institutional necessity.
•Securing top management support for risk management initiatives.• Integrating risk management into the organizational culture to ensure sustainability.•Establishing an effective risk management framework with strategic planning.•Developing robust information systems to support risk management decisions.•Forming specialized risk management teams to handle crises effectively.
•Continuously improving risk management systems in educational and training institutions.Ultimately, the study presents a proposed model for enhancing the effectiveness of risk management through compliance with risk management and business continuity standards.
