هدفت الدراسة إلى تتبع وتحليل اثر الابتكار على النمو الاقتصادى فى مصر في ظل الأزمات والمخاطر التى مرت بها مصر فى الفترة من 2011-2020 ، واعتمد البحث على المنهج الوصفى التحليلى لبيانات البنك الدولى الخاصة بمؤشر الابتكار العالمى فى الفترة من 2011-2020 وذلك استناداً على نموذج قياسى للبيانات، وكذلك الدراسة الميدانية لمجتمع الابتكار وريادة الأعمال فى مصر من خلال عينة الدراسة من الشركاء والمستفيدين من البرنامج القومى للحاضنات التكنولوجية "انطلاق"، وهو احدى برامج أكاديمية البحث العلمى والتكنولوجيا ، وقد اتفقت الدراستين على أن هناك اثر معنوي وطردى للابتكار على النمو الاقتصادى وان الأزمات والمخاطرالتى مرت بها مصرخلال سنوات الدراسة لم تؤثر سلباً على الدور الذى يلعبه الابتكار في دعم وتحفيز النمو الاقتصادى وهذا ما ينسجم مع فرضيه البحث . أوصي البحث ببعض المقترحات واهمها إنشاء هيئة عليا وطنية للابتكار، تحفيز البنية التشريعية الداعمة للابتكار وزيادة الحوافز وحزم التسهيلات ،وتسهيل إجراءات تسجيل البراءات، وتفعيل أدوار مكاتب نقل وتسويق التكنولوجيا في الجامعات ، وتقييم برامج الدعم المقدمة من الحكومة للوصول إلى اكثر الأليات فاعلية لاستفادة المبتكرين منها، وتقديم المنح والقروض للشركات الابتكارية الصغيرة والناشئة، وربط أولويات الصناعة واحتياجاتها بالابتكارات، وإدارة منظومة الابتكار بمفهوم ريادى ابتكارى

The study aimed to track and analyze the impact of innovation on economic growth in Egypt during the crises and risks that Egypt went through in the period from 2011-2020. The research relied on the descriptive analytical approach to the Global Innovation Indicator issued by the National Bank in the period from 2011-2020. As well as a case study for the partners and beneficiaries of the National Program for Technological Incubators “Intilac”, which is one of the programs of the Academy of Scientific Research and Technology. The two studies agreed that there is a significant and direct impact of innovation on economic growth and that the crises and risks that Egypt went through during the years of study did not negatively affect the role that innovation plays in supporting and stimulating economic growth, and this is consistent with the research hypothesis.
The research recommended establishing a national supreme council for innovation, stimulating the legislative structure that supports innovation, increasing incentives and facilitation packages, simplifying patent registration procedures, activating the roles of technology transfer and marketing offices in universities, evaluating the grant programs provided by the government to find the most effective mechanisms for supporting innovators, providing grants and loans to small innovative startups, linking industry’s needs with innovations, and managing the innovation system with an innovative concept.
