الذكاء الاصطناعي، تكنولوجيا جاءت لتبقى، وتضع بصماتها في كل مجال تدخل فيه. ولم يكن النظام الدولي بمنأى عن هذا التأثير، فقد وضع الذكاء الاصطناعي بصماته الواضحة في النظام الدولي سواء كأداة دافعة للتنافس والتعاون في مختلف المجالات السياسية والاقتصادية والعسكرية، كما أنه في حد ذاته أصبح مضمارًا جديدا للتنافس بين مختلف فاعلي النظام الدولي. ولا مبالغة في القول بأن تكنولوجيا الذكاء الاصطناعي بقدراتها التحويلية جاءت لتغير وجه العالم، إلى الحد الذي حملها بآمال وأحلام عريضة لتحقيق التنمية في شتى المجالات بأقل موارد ممكنة من جانب، كما حملها أيضًا بمخاوف ومخاطر استخدامها دون وعي كافي قد يودي بالجنس البشري ككل.
وقد حاولت هذه الدراسة أن ترصد التغيرات التي أحدثها متغير الذكاء الاصطناعي في النظام الدولي والقضايا الجديدة التي أضافها إلى أدبيات العلاقات الدولية، فضلًا عما يثيره الذكاء الاصطناعي من إشكاليات وتحديات، تستوجب إدراك واعي وحشد للجهود من قبل جميع فاعلي النظام الدولي.

Artificial intelligence, a technology that has come to stay, leaving its fingerprints in every field it enters. The World order is no exception, as artificial intelligence has made its clear mark as a catalyst for competition and cooperation in various political, economic, and military domains, and as a new arena for competition among different actors within the international system. It is not an exaggeration to say that artificial intelligence technology, with its transformative capabilities, has come to change the face of the world, carrying broad hopes and dreams for development across various fields with the least possible resources on one hand, while also carrying fears and risks of its use without sufficient awareness, which could endanger the human race as a whole. This study attempts to track the changes brought about by the variable of artificial intelligence in the international system as well as pinpoints the new issues it has added to the literature of international relations, in addition to addressing the problematic aspects and challenges raised by artificial intelligence, requiring conscious awareness and concerted efforts by all actors within the international system.
