تمثل الهدف من هذه الدراسة الميدانية في "دور السياسات العامة في إدارة ازمة التغيرات المناخية في مصر" ولتحقق الهدف قام الباحث بوضع مجموعة من الفروض وتم اختبار مدى صحتها، حيث قام بإعداد قائمة استقصاء وذلك بالاعتماد على المقاييس المستخدمة في الدراسات السابقة لقياس كل بعد من أبعاد الدراسة.وقد اعتمد الباحث في الحصول على البيانات اللازمة للدراسة الميدانية لمجتمع الدراسة على أسلوب الحصر الشامل واستخدام قائمة الاستقصاء وقد قام بإعداد القائمة في شكل عبارات واستفسارات يمكن من خلالها دراسة وتحليل الردود عليها لتحقيق أهداف الدراسة واختبار فروضها، وقد بلغ حجم العينة 384 مفردة فأكثر وقد تم توزيع استمارات الاستقصاء على افراد المجتمع وقام الباحث بجمع (400) صالحة.
