جاءت أهداف الدراسة لإيجاد صياغة حوكمية قانونية محكمة تنظم تلك الوسيلة بين أفراد المجتمع وتربط بين الحكومة والمؤسسات الأخرى المشغلة والمستفيدة، والتعرف على أهمية الحوكمة الإلكترونية للانترنت ومواقع التواصل ومعايير تشغيلها، وتقديم المساهمة في الخطة البنائية المستدامة لدولة الكويت بإيجاد حوكمة رشيدة واعية ومتطورة تساهم في بناء الدولة وتحقق خططها القومية المستقبلة في مجال الانترنت ومواقع التواصل لما لها من أهمية قصوى ومؤثرة في صنع القرار سواء الحالي أو المستقبلي، والعمل علي زيادة الوعي بأهمية التأثيرالهائل لمواقع التواصل الإجتماعي في صنع القرار السياسي في دولة الكويت، ومحاولة الإستفادة من التجارب التى تمت بتطبيق الحوكمة في الشركات والهيئات البنكية في الكويت كمعيار وقاعدة وتكرار التجربة على الانترنت ومواقع التواصل الإجتماعي، وتوصلت الدراسة إلياتفاق عينة الدراسة على وجود علاقة ارتباطية بين حوكمة الحسابات الرسمية بمواقع التواصل الاجتماعي وعملية صناعة القرار السياسي بدولة الكويت،ووجود علاقة ارتباطية بين ضبط عملية حوكمة الحسابات الرسميةبمواقع التواصل الاجتماعي وعمليةربط الجهات المستفيدة والمشغلة في إطار حوكمي واحد، ووجود علاقة ارتباطية بين حوكمة الحسابات الرسمية بمواقع التواصل الاجتماعي ومراقبة الأداء السياسي للحكومة، وأوصت الدراسة العمل علي نشر فكر الحوكمة لضمان إيجاد معايير ومؤشرات متعلقة بكافة مناحي الحياة- توفير الآليات اللازمة التي تسمح بتعامل جميع الفئات والمجالات الحياتية مع منظومة الحوكمة لترقي إلي مستوي الثقافة العامة والاطار القيمي للمجتمع.

The objectives of the study came to find a court legal governance formulation that organizes that method between members of society and links the government and other operating and beneficiary institutions, and to identify the importance of electronic governance of the Internet and communication sites and the standards for their operation, and to provide a contribution to the sustainable construction plan of the State of Kuwait by creating a rational, conscious and advanced governance that contributes In building the state and achieving its future national plans in the field of the Internet and communication sites because of their paramount and influential importance in decision-making, whether current or future, and working to raise awareness of the importance of the enormous impact of social networking sites on political decision-making in the State of Kuwait, and trying to benefit from the experiences that have been made. Applying governance in companies and banking authorities in Kuwait as a standard, base and repetition of the experience on the Internet and social networking sites, and the study reached an agreement of the study sample on the existence of a correlation between the governance of official accounts on social networking sites and the political decision-making process in the State of Kuwait, and the existence of a correlation between controlling the process of accounting governance Official social networking sites and the process of linking the device The beneficiary and operator are within one governance framework, and there is a correlation between the governance of official accounts on social media sites and the monitoring of the political performance of the government. The governance system to rise to the level of general culture and the value framework of society.
