هدفت هذه الرسالة الي وضع رؤية نقدية لمشروعات تطوير التعليم الفني الصناعي بمصر، انطلاقاً من تشخيص الواقع الحالي لهذه المشروعات ، والتعرف علي ازمة سوق العمل المصري، معرفة إسهامات المشروعات الأجنبية في تطوير التعليم الفني الصناعي. أهداف الدراسة: تتمثل أهداف هذه الدراسة في: 1-إلقاء الضوء على واقع التعليم الثانوي الصناعي الفني بمصر، وأهمية تطويره. 2-التعرف على مشروعات الوكالة الألمانية للتعاون الفني لتطوير التعليم الفني الصناعي، وهو مشروع مبارك كول. 3-التعرف على مشروعات البنك الدولي لتطوير التعليم الفني الصناعي بمصر. 4-ما جهود المشروعات الأجنبية فى تطوير التعليم الفني الصناعي بمصر، وكيفية الاستفادة من ذلك لتطوير التعليم الثانوي الصناعي بمصر. منهج الدراسة وأساليبها: تستخدم هذه الدراسة (البحث الوصفي) من أجل تقويم ونقد جوانبه المختلفة لرصد نقاط القوة والضعف، وذلك للتعرف على مصادر تمويل التعليم الفني الصناعي بمصر والعوامل المؤثرة فيه.

UNESCO and the International Labour Organization (ILO) have emphasized the need to link technical education to the labour market. Moreover, there is a need to create a flexible educational structure that is compatible with the educational needs of students and the development of professions and jobs in the light of modern changes, such as the information and communication revolution; globalization, which has changed the structure of these professions; and job descriptions. However, Egypt is currently facing a dual challenge to develop and improve its human resources, whether to increase the competitiveness of the Egyptian industry and maximize its export capacity on the one hand or contribute to reducing the levels of unemployment among young people on the other.Since the industrial and economic development, and even the quest to attract investments, depend not only on modern machinery and equipment but also on the availability of trained and skilled technical workforce capable of pursuing and absorbing modern technological developments in the field of production and the labour market with its renewable demands. This could only materialises through science and study.
Statement of the problem
Industrial technical education is one of the most important pillars of the development of society. It is responsible for providing skilled technical cadres for the development of society and the growth of national income.
Therefore, the State has tended to develop this type of education to meet the changing needs of the labour market.Foreign aid has also contributed to this development through several projects, including projects of the German Agency for Technical Cooperation and Development of Industrial Technical Education
